It is different. The operations that have already been started would continue irrespective of US funding. Like in Kurram agency or Mohmand agency. The extra troops present on border would be send to barracks to cut down the expenses. It won't be a complete withdrawal.
The net result of the troops moving away would be increased presence of foreign fighters there, right?
So the army is giving up on its vaunted sovereignity because it is not getting paid by a third party. That fits the definition of a paid mercenary pretty closely.
