A chicken can ONLY lay so many eggs every month. Similarly, a few more chickens can lay so many more eggs, you can't expect to feed the chicken more and expect eggs every hour. More money doesn't turn into more "needs"...Common logic.
Basic economic principles tell you resources are always scarce, whether it is the US or something else.
So if India is given the R&D money of the US. You can't start to "invent" stuff beyond where the current technology and systems take you. For example, majority of the inventions have already happened. Naval Ships, Aircraft Carriers, Submarines, Fast Flying Jets, Missiles, Anti-Missile Systems, UCAVs, Spaceships, and all. If you really examine drones, what you'll realize is that it's not something new, its WWII era warfare (slow moving aircraft with limited BUT effective fire power), coming back with more modernization and reduction in size and pilots, due to the current technological advances. But there is no new "invention" here.
Same control systems (obviously with much less complexity), that were used in Radio Controlled Toys like Cars and Planes, in early 70's for kids are being used here. So the world isn't necessarily "inventing". The world is modernizing, for that whether you are India or China or the US, you still have to come up with a priority list on what's important. In that context, and in Indo-Pak context, both the nations with ability to have funds, can match each other in capability. Indian needs and quantity requirements will be much more than Pakistan, due to her size, population and strategic needs.
