A private organization with budget of Pakistan's space program would have gone far a ahead.
Government controlled organization are not effective as private ones, they are always at highest level of profit oriented and for employees working in pvt organisation, slow pace means death of organisation and death of their jobs.

In my opinion, if your Abdul Qadeer Khan had put his mind to a human space program, Pakistan by now would have been advanced in that field.

The Soviet space program and the American space program ( until entry by SpaceX ) were government programs. They just had the right leaders.

My dream is to see SUPARCO and ISRO working on a joint human space program. Friendship in space will translate to more collaboration across out land borders.

But first a country needs to be self sufficient in sending satellites to space before going after human spaceflight program which requires cutting edge technology and a space research base
Heck even India has not been able to acheive this

Well, yes. Even the USSR sent the Sputnik satellite first. But they had the end-goal of eventually sending humans to space.

As for ISRO, I am unable to decide whether ISRO's Reusable Space Plane looks interesting or the SpaceX Dragon v2 verticallly-launched/vertical-landing spaceship is the way to go.

China will launch 2 Pakistani satellite this year
1 in June and other after few months
