A space agency's primary ambition should be human space program. Even private Western organizations like SpaceX and Bigelow have ventured into human space program.

A private organization with budget of Pakistan's space program would have gone far a ahead.
Government controlled organization are not effective as private ones, they are always at highest level of profit oriented and for employees working in pvt organisation, slow pace means death of organisation and death of their jobs.
