@Zakii mate thats 14 year old data from 2000.
Here's the latest one (That too for India is 6 years old from 2008). As of now, I think out of schook kids in India should be even lower.

Pakistan is going to continue to face challenges with regards to literacy, so long as The Public Debt in the country continues to increase.
Pakistan’s total debt and liabilities, in September 2012, stood at Rs15.2 trillion, for the first time ever, or 68.4% of gross domestic product (GDP), according to the SBP’s figures released last week.
Compared to September 2011, the growth in debt and liabilities was alarmingly high at 17.7%.The persistent increase in the debt burden is mainly the result of an uncontrollable federal budget deficit followed by the rupee depreciation, which is adding billions of rupees to the debt even without borrowing a penny. Also, all sectors of the economy do not pay taxes due to exemptions granted on political grounds.

Before we start another India Pakistan bashing, let me confess clearly that there is tons and tons of work to be done in our education system. We need to invest money, we need to introduce uniform level of education, in access to every citizen, we need a well balanced curriculum with necessary alterations and adjustments every year to deal with the demand of ever changing time. We need to offer food incentives to the children from poor families, which can become a source of attraction for them to attend the school, which can offer a stomach full of food so that their parents need not to worry about their nutrition. We must introduce proper refresher courses for the teachers, who have passed their entire lives teaching the same syllabus again and again over decades.....
In Pakistan, primary teaching in rural areas, is taken as white collar profession who has no influence at all, with no attractive salary, no lifestyle, and who is always under the undue pressure of local badmashs, to work according to their consent, specially in examination process. In such circumstances, how we can develop, how we can present ourselves in the international community??? The Madrassa system is the reaction of all that mishandling, culpable negligent role which consecutive governments have played in our country with the education system since our independence. Not to mention the Zardari's or Gillani's era who were busy to dismantle Higher Education Commission which was responsible to point out the fake degree holders in the previous parliament. They know very well, that well educated, well informed country is extremely hard to govern.....So they did what suited them, and here we are in all that mess in 21st century.......

There are certain steps made by India to provide education for all.. One of it is making education free and compulsory for all..

NEW DELHI, JUNE 10:
India, which aims to become a significant economic power in the world, is still lagging behind in providing education to its children.
A recent study by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) has placed India fourth from the bottom in terms of the number of children out-of-school.
However, the study also notes that India has also made a big progress in getting children into schools and as per the 2010-11 data, it has about 1.67 million children out-of-school.
This has helped in pushing the country up by one position to fourth bottom, with Ethiopia (1.7 million out-of-school children) taking its place.
Nigeria, with 10.54 million out-of-school children is at the very bottom of the list, while Pakistan comes second with 5.43 million.
India has consistently improved in providing basic education to the children from 2000, when 20 million children were out-of-school, to 2006, when the number came down to 2.3 million.
According to the study, at 10 per cent, the country also receives the largest share of aid to basic education globally.

The statistics from India are very encouraging. Not the number of children not attending school, but how that number has dramatically decreased in the past decade. Over the past 10 or 15 years, school enrollment has gone up dramatically, even in rural areas. If the stats are correct, then the next generation will have over 95% literacy rate. That should increase the productivity of our country a lot. The benefits of this will only be visible over the long term, but you can bet that it will be visible.
One of the major factors that enhanced enrolment and retainment rates was the introduction of the mid day meal scheme. That was the first step, and a much more effective one than lip service measures like making it a right and so on. That is a scheme that Pakistan might want to emulate, especially in the impoverished western half of the country. It doesn't cost much to feed every child once a day, and the benefits reaped are huge - having a literate and informed population.
Sometimes we fail to appreciate the good measures undertaken by our governments and administrators, and focus only on the negatives. This mid day meal scheme is one such underappreciated gem in public policy - combating malnutrition and increasing literacy for hundreds of millions of children since its inception. It is the world's largest program of its kind, and look at where it is taking us - from a country that had literacy rates of about 60% a decade ago, to one that will have more than 95% of its population educated, in another ten or fifteen years from now. Imagine what a difference that would make to the economy and society.
