You are getting differed oil payment as you didn't negotiate the right deal, had you made the move and sent in your men to provide security the $ made would have negated the need for deferment. However, if it’s mil, then God knows, what were the reasons, public domain doesn’t know to avoid such a good now lost opportunity to make cash and name. However, we were definitely busy in CT ops during that time, Afg border was hot as well as repeated cease-fire violations, but increased frequency. Balochistan and Swat were being cleaned. Mil was busy in those things.
