Any treaty like IWT has enough room to do whatever you want to do without actually breaking the treaty. Like the treaty states Indus water will be divided 80-20 but when and how is our prerogative. Their share will anyway decrease due to global warming, if not we can always control the tributaries that feeds Indus etc etc

As of right now, it's more about signaling that GoI means business, more than anything else. Kinda like final warning to Pakistan Army - mend your ways.

it happens many times. our leaders did similar things too. bhutto didn't accepted resolution in 1971. nawaz unilaterally under US pressure decided to move forces out of kargil even when india was frustrated and indian forces in siachin and china border were dying of hunger due to supply cut. we joined US war on terrorism.

Treaty should be revised to make it fair. Equal distribution is required , one country simply cannot take away 80% of the share and threaten the other.
