Pakistan made police bursts into upright entity
Zero tolerance, a cardinal policy; No Minister, bureaucrat, elites spared; Attains international repute: Commands respect among people.

IslamabadNational Highways and Motorway police, a Pakistani made police has burst into a department commanding respect not only at national level but also internationally due to its high standards set by it during the last thirteen years. Zafarullah Khan, PSP, PPM (Bar), Inspector General of National Highways and Motorway Police spared some time to share his experiences with Pakistan Observer about his force patrolling on almost 2500 Kms long Highways and Motorway from north to south. The reputation of the force has reached outside Pakistan and international watchdogs have declared it a corruption free entity of Pakistan. The grey- haired IGP informed that he was also challanned thrice due to some problems in the tyres and he bowed down his head before the rule of law. No tolerance is the cardinal policy and nobody big or small, Minister, bureaucrat or any person belonging to influential classes were spared. They were challanned and fine money was recovered under the rules, he said. Zafarullah Khan said with the passage of time, the traffic has increased on the highways and Motorway as more and more four- wheelers are making their way into the market. Regulating traffic, controlling crimes including acts of terrorism and providing help to the distressed road users have been tackled effectively despite shortage of staff as we are operating with 5143 personnel, uniformed and non-uniformed against sanctioned strength of 5681 personnel. Thirteen years down the road, this force has established its credibility and it is commanding respect among the people of Pakistan. It has developed a trust and the people happily pay fine on being challanned, he said. More and more facilities are being planned to be extended to the road users. A centralized call centre will be introduced. Any person on any point on the road can call and get response. Weather updates will also be available for travelers, he said. Help sought from break-down vehicles and medical assistance in case of accidents are quickly provided to the satisfaction of the people. Average helps per day are 3419 while average challans per month are 311972 and average amount of Rs. 118.130 millions as fine per month is recovered. Most important is that stolen cars, explosives with suicide bomber were hauled up. Robberies have been controlled and criminals have been arrested to make the journey safer for the travelers. There is eighty percent decrease in crimes on roads under Motorway Police, he said. When asked about long queues waiting on toll plazas for clearance on festivals and week-ends wasting time and fuel, he admitted that it is a problem which is being tackled with the coordination of toll collecting agencies. Different ways are being explored to resolve this issue, he said. The IG said the standards set by his force have attracted regional countries to get training. We have been approached by countries including Afghanistan and Sri Lankan for training of their traffic police, he said. An elaborate training system has been set up where basic training is being given to drivers of different sectors for using roads. This step has yielded positive results. Public friendly campaigns have also been launched. The force has changed the police culture. Courtesy is the hall mark and the people have responded in the same way. This is a shining example of public-police relationship. A strong internal system of accountability is also in place to keep a check on the police force, he said. The principles on which this force has been set up and quality of service it is delivering has put it on the highest pedestal in the region, he said.
