ISLAMABAD:

The government has failed to collect Rs495 billion worth of electricity bills in the last eleven months, taking recovery ratio to 47%, one of the lowest ever in the country’s history.

The unrecovered amount is two times more than what the government claims is the circular debt, which has caused massive load-shedding across the country, leading to riots across Punjab and Khyber-Pakthunkhwa.:eek:

According to a fact sheet, prepared by the finance ministry on the basis of information provided by finance department of Pakistan Electric Power Company, from July to May (2011-12) all the distribution companies, including Karachi Electric Supply Company, billed consumers Rs895.3 billion while collection remained at only Rs400.8 billion, which is 47% of the total billing.

The low collection will make it difficult for power distribution companies to payback power generation companies and aggravate the power crisis.

During this period, Syed Naveed Qamar was the Federal Minister for Water and Power, who has recently been assigned the portfolio of Minister for Defence after he failed to improve electricity supply in the country.

The collection has significantly dipped despite the fact that the government has obtained a $325 million loan from the Asian Development Bank to improve the efficiency of power distribution companies. A cabinet committee on energy, headed by Finance Minister Dr Abdul Hafeez Shaikh also could not improve the situation.

According to the details, February was the worst month in terms of collection when the power distribution companies (Discos) collected only Rs26 billion against total billing of Rs99.2 billion, showing a gap of Rs73.2 billion in a single month. October was the second worst month when the Discos collected only Rs45.9 billion against total bills of Rs114.1 billion, showing a gap of Rs68.2 billion.

In May this year, the total collection remained at Rs35.9 billion against the billing of Rs87.4 billion- a gap of Rs51.5 billion. In April, the Discos billed Rs79.4 billion but collected only Rs30.2 billion, in March against Rs51.8 billion billing the collection remained at Rs31.3 billion and in January the collection was Rs29.3 billion against total billing of Rs77 billion.

November was the only month when the collection rose to 71% as the Discos managed to collect Rs41.2 billion against total bills of Rs57.6 billion.

A senior government functionary attributed political interference in running the affairs of the Discos as the main reason behind deterioration of an extreme nature. He admitted that former Water and Power Minister was running the Discos affairs and appointed people according to his liking and disliking. Naveed Qamar was not available for comments.

The spokesman for the Water and Power Ministry contested the low collection figure. Zargum Khan said that Discos excluding KESC billed Rs534.3 billion consumers from July 2011 to April 2012 and managed to collect Rs461 billion, showing 86.3% recovery rate. The amount is inclusive of distribution margins of Discos.

He, however, admitted that during the first ten months of the fiscal year all power generation companies generated 74 trillion units of electricity but Discos sold 72 trillion units while the rest were lost on account of technical losses and theft.

100% collection of data is not possible as 10-12% of the billed amount is retained by power distribution companies as distribution margins while there are also some justified line losses, Khan said.

To a question, he said Rs166 billion dues were outstanding against private consumers and the amount has surged due to stay orders granted by courts against fuel price adjustment charges. Khan admitted that in some cases collection was as low as 5.5% (tribal regions) and 29% (Quetta) but in other cases the ratio was 100% for Gujranwala and 99% for Faisalabad regions.

Punjab: Loadshedding riots continue, 3 killed

LAHORE: Frustrated with the increasing hours of loadshedding, people took out huge protest rallies in various parts of the country particularly Punjab, Aaj News reported.

While Three people were killed during some incident of firing and violent protest.

Angered protesters abandoned their daily routines to form rallies and protest against the discriminatory long load-shedding hours in various parts of Sindh, KP and Punjab.

Multan,Gujranwala, Sheikhupura, Lahore, Hafizabad and other major cities observed violent protesters which brought daily life to a halt.

In Jalalpur Bhatiyan protesters destroyed the WAPDA office and set it on fire, also staged demonstrations burnt tires. PML-N MPA Shahid Bhatti was leading the protesters in the area.

Traffic was suspended in most parts of Multan and Faisalabad because of road blockades as protesters burnt effigies of people they hold responsible for their distress.

In Faisalabad, protestors blocked Faisalabad-Samanduri road against load shedding for several hours. Police resorted to firing of tear gas shells to disperse the demonstrators who in return pelted stones at the police force. The demonstrators said that they were facing 20 to 22 hours of daily electricity load shedding and were without water to drink.

The protestors attacked the house and office of MNA Zahid Iqbal and caused damaged to them. The angry protestors pelted his office and homes. Police had to resort to aerial firing to disperse the protestors.

Similar power outages have been reported in rural areas of Sindh.

Taking notice of the protest, The government has now announced 80 billion to overcome power crisis, although it had to be released last month.

In budget 2012-13 government has provided various avenues and budgetary resources for the power sector by increasing allocation for subsidies from earlier projection of Rs 120 billion for the next fiscal year to Rs 150 billion with a major portion of for the power and energy sector, but speculations are, that these efforts will only prove useful in increasing the National Grid’s power to an insignificant amount; not attending to the realistic resources needed to curb the crippling power crisis in Pakistan.

A month ago, electricity to those houses was cut in a Karachi Area, and we all saw how the protests happened and the media joined in.

This is just one more piece of evidence that civil society continues to unravel in Pakistan, slowly and steadily.

I pay electricity bills regularly but this is how my bill works..

800, 700, 4000, 600, 7000 and so o on.. When you go to the electricity company for complain they treat you like a dog. and just say we will tell meter reader to take regular meter reading. If you catch meter reader he says I deliver reading on regularly basis but they send the bill as per policy. Not based on actual meter reading. and delaying bill will bring more units. and even people normally cant go to regularly basis to correct the fault. Now I have a question why should I pay the bill?

Yes yes I know, I am dependent upon LESCO for electricity, they can increase the tarrif when ever they want they can send false billing when ever you want.

I still don't know why electricity companies was unable to collect the bill, as they cut the meter on just second delay. now a days. and they have our 6000 as security and 24000 as bribe with them (to get the meter).

Edit: Now also explain me why shouldnt I protest on loadshadding? Just because the government officials themself don't pay bill and they have media power and can manuplate the news as per requirement rather then working on practical basis to increase the electricity they are working on Blood politics with People minds too?

Shame on you all guyz who still support the government and their stance. Also, try to get the facts what WAPDA officials (not the management but low level employees) say about their this current tenor of loadshadding

The more electricity prices are raised, the more theft will occur..Pakistani leaders still treat electricity like a luxury when in reality it is a necessacity like air and water.

the more concerning thing rather than imcompetence of power generation in pakistan is lack of civil structure and its responsibilities.

Stop being fools advocate. You are not pakistani, and don't live in Pakistan. So Stop telling something to pakistanis..

YES, damaging public property is wrong, which is now being told to everyone, and now people are more organizing in attacking the MNA houses, property and the people who came by votes and not doing any thing..

Pointless to blame the consumers. Lack of governance is the cause for this crisis. As per some report.. 92% of the tribals don't pay for this service either. Pakistan also lacks when to comes to revenue management.. there is no effective tax collecting system either. Effective system & governance is the need of the hour in Pakistan.

stating facts doesn't make me advocate of yours kind.

riots are still not stopped ,dont live in a delusion.people are doing massive thefts in your country ,i agree the systematic imcompetence of the government is understandable but when people starts to make their own decisions about when not to pay ,when to riot for load-shedding .things are getting out of hands.

The correct way is to seek a judicial remedy, not by hooliganism.

When it gets desperate, as Oscar mentioned in another thread, you don't try to weigh the right and wrongs.

why blame the govt when most dont pay for what they use. if there is no civic sense then you can hardly expect normalcy .
