But I think "Yatha Praja thatha Raja" fits here, better.

The corruption is very widespread in subcontinent, but it appears it is most rampant in Pakistan.

Nearly half Pakistan's lawmakers do not pay taxes, according to a study released on Monday findings that may endanger the billions of dollar in IMF and other loans and aid shoring up a faltering economy.

“If politicians don't pay taxes themselves, they
have lost the moral authority to impose taxes on
ohers,” said Umar Cheema, the author of the
report.


“Whenever there is pressure from the donor
agencies, they just increase indirect taxes which
shifts the burden on the poor and lets the rich off again"


There was even a discrepancy in the record of
Prime Minister Sharif, according to the report. Sharif, who came to power in a May election,
declared he paid $26,000 in income tax last year
although the Federal Board of Revenue said he paid $22,000. The prime minister's office was not
immediately available for comment.

a) Cancel current Tax collection methods (Free the pubic from Tax on income)

b) Impose 20% Tax on Food , Goods , Fuel, Telephone , Cable paied every time you buy something , Utilities , water, gas , electricity
Not agreed as this would effect common man, may be implemented on fuel and telephone, but not food. Luxury dinning should be taxed. Higher the status more should be percentage of tax.

c) Impose Tax on Propery Purchase , Transfer, Yearly property Tax based on how many levels exist in buidling
I Level Building , 2 Level Building , 3 Level Building
Yes and impose tax on non-utilization of agricultural land. Rate should be high enough to pinch the vaderas in keeping it unutilised. Either they utilize it or give to those who can utilize it productively for agriculture.
d) Impose Tax on Car purchase , Transfer (Cannot register a car under yourname untill you pay tax on
They have done that already.
e) Impose Tax on Moving Money out of country (20% + 5%) , planning to move money out of country
You will have to pay taxes , plus extra Tax.
The money which you want to see taxed goes out in brief cases during their vacations abroad so again law abiding citizens will be taxed.

Most simple method is tax 2% in an out of bank, ensure all transactions above 5000 through banks. Eliminate 5000 and 1000 notes. If possible 500 too. No direct income tax or sales tax.

Kill many birds with one shot. These steps will not only generate enough money for government but will control ill gotten transactions.

You are calculating your tax wrongly. You pay tax in Pakistan while you breath!
You shall also know the purpose of taxation!
It is no charity money that one must give to govt. while you see no return!
Its your money you should have right of audit.

Anyhow on subject, it is again a deviatory news coming out of UK, to cover up the real issues:
1- Corruption
2- IMF loans
3- Politically officiated smuggling through ports and orders.

Income tax is a joke, the real tax is collected after deducting income tax, while it is being handed out to political activists of all parties, by granting them so called govt. jobs.

This include PTI members too. however I must point out that parts of KP were exempted from tax for three years due to floods. which is the report ironically missed to quote.
Those exemptions were sales tax on marble factories and utility bills, not on the income tax. I shared the SROs back then. You guys made this lame excuse to cover PK's tax returns as well.

And still i have 7000 deducted on my salary include 900 for EOBI. Mr. Sharriff, I want a bloody refund.
If you're paying 7000 as income tax, you're not eligible for EoBI deduction since those are only for low income workers. 7000 Income tax tanslates into roughly 200K salary. And yes EoBI is a pension fund and post retirement benefit, its not a tax :angel:

Imran’s taxes have no discrepancies, says PTI

The Tehreek-e-Insaaf (PTI) has clarified the discrepancy between tax payments made by PTI Chief Imran Khan in 2012, as reported in the media.



A release issued by Dr Shireen Mazari, Central Information Secretary of PTI said: “In a story published by Umar Cheema et al in ‘The News’ on Dec 23, it was asserted that there was a discrepancy between PTI Chairman Imran Khan’s tax returns submitted to the FBR and his declaration submitted to the ECP as electoral candidate. This claim was examined thoroughly by the PTI and as expected the “discrepancy” was merely a misreading or incomplete reading and studying of the documents submitted before the ECP and to the FBR relating to Imran Khan’s tax returns for the year 2012.



The ECP form states clearly under section 12, that amount paid as tax for 2012 was Rs273,339 (see attached document). In the acknowledgement slip of the FBR - Electronic Document No (EDN) 26456382 – the electronically filed income tax returns for 2012 of Imran Khan under category Total Payments also states Rs273,339. The next category Tax Payable/Refundable states - Rs5,899. That implies that this - 5899 was refundable (see attached document).



So naturally the tax payment for 2012 for Imran Khan shown on the FBR website was Rs 267,440. The News story accuses Imran Khan of a discrepancy because the FBR on its website declares that Imran Khan for 2012 paid a tax of Rs267,440. Had the FBR receipt been checked, or had PTI been asked to shed light on this difference in figures, it would have been apparent that there was no discrepancy at all.



It is unfortunate what could have been a solid piece of research into the tax evasion by many political leaders in Pakistan, now itself stands exposed to scrutiny simply because those assessing the documents were unable to see a simple fact and were eager to accuse Imran Khan of a tax discrepancy which was never there.



It is a well-established fact that Imran Khan not only pays his taxes but has always brought back to Pakistan any money earned abroad. To try and malign him by lumping him with those leaders who don’t pay proper taxes, those who do not possess an NTN number, and those who have their wealth stashed abroad, is akin to playing the basest political game possible.



After receiving the evidence showing clearly there was no so-called “contradiction” in PTI Imran Khan’s tax returns for 2012 – only an error in incomplete reading of the FBR and ECP documents, Umar Cheema sought another clarification from us regarding so-called discrepancies in the sources of income stated in the ECP document and the FBR documents.



Having checked the record of both, it again is clear that the mistake or discrepancy is not on the part of Imran Khan, but on the part of the investigative reporters. They have only taken the agricultural income of the Imran Khan but not added up the total income sources which are given in the documents. There is no discrepancy or mis-statement on the part of the PTI chairman.”

KPK Finance Minister Siraj ul Haq explains why he didn't file any tax returns.
He is misleading the anchor,
1-The tax certificate from employer was only valid till 2011.From 2012, every salaried person is to make an e-filing of the returns and tax certificate is no longer valid.
2- There is no such automatic tax number available to every CNIC holder (which is absured because not every CNIC holder is 1)either in earning age braket 2)taxable income.). Every taxpayer has to make an e-registration with FBR to get his/her NTN. I also used to file employer's certificate with FBR but had to get my NTN and file income tax returns from 2012 onwards.

Wrong EOBI contribution is for everyone.

Here's the problem with having high consumption/sales tax and low income tax.

Person A makes Rs. 10,000/month. He spends Rs 5000 on above items and will pay Rs. 1000 tax (10% of income).

Person B makes Rs. 10,00,000/month. He spends 50,000 on above items and will pay Rs 10,000 tax (1% of income).

So, the poor guy pays 10% if his income, and the rich guy pays 1% of his income in taxes.

There is a very good reason most developed countries have high income taxes.

I was watching ticker in the news IK declared to have total assets of 20 mill, Fazlur Rehman of 6.2 mill, sh rashid 30 million. Whom are they fooling. Now a days a 10 marla house in lahore touches 10 million. The damn jeeps they use are more than 5 million.

Right now also same is happening. If a flat rate of income tax is imposed on all say 2% then tax collected from rich will be more in value yet 2% of his income and viceversa. Only way 100% population contributes to tax is documenting income. That can be done only through bank transaction / e transactions.

Flat rate is a bad idea. Most developed countries have graduated income tax rates where you pay more per marginal (extra) dollar you earn.

The biggest problem in Pakistan is less about the rates and more about enforcement. You can have any rate on the books but, if people routinely falsify their income, then the whole thing is just a drama.
