is there a equivalent or better system to TPS77 available elsewhere?

Not sure if there's an exact spec-to-spec equivalent, but worthy counterparts include the Saab Giraffe 4A and 8A, Hensoldt TRML-4D, and Thales NS200. IIRC they're all GaN-based long-range air surveillance and/or low-level gap-filler radars.
