Pakistan Hikes defence Allocation to Rs 495 Billion

ISLAMABAD - Pakistan's government jacked up defense spending and government employees' pensions in a new budget June 3 that set a deficit of 4 percent of GDP.

The budget for the fiscal year 2011-2012 starting July 1 came as pressure mounts on Pakistan to launch a military offensive in the restive North Waziristan region, known as the hub of Taliban and Al Qaeda linked militants.

It earmarked 495 billion rupees ($5.7 billion) for defense, an 11 percent increase on the current year.

"We stand by our valiant men, who are laying down their lives to safeguard our country," finance minister Abdul Hafeez Shaikh told parliament. "The country has constantly been suffering because of the existing security situation," but the government was determined to improve the economy and provide security to the people, he said.

More than 4,410 people have been killed across Pakistan in bomb blasts and suicide attacks blamed in Taliban- and Al-Qaeda-linked militants since July 2007.

The Pakistani Taliban has claimed responsibility for a string of recent attacks against government security forces and has vowed to launch even larger ones to avenge the killing of Osama bin Laden, shot dead in a U.S. raid last month.

The total budget for the next year was fixed at 2,504 billion rupees ($29.1 billion), with a budget deficit of 850 billion rupees ($9.9 billion), or four percent of gross domestic product (GDP), Shaikh said.

The budget also provides rises of up to 20 percent in government employees' pensions and promises to bring at least 2.3 million new taxpayers into the tax net.

Pakistan has long defied Western pressure to end giant tax-dodging in a country where barely 1 percent of the population pays at all, as a corrupt bureaucracy starves energy, health and education of desperately needed funds.

The International Monetary Fund last year halted a $11.3 billion assistance package over a lack of progress on reforms, principally on tax.

In the wake of catastrophic 2010 floods that cost the economy $10 billion, Washington donated hundreds of millions of dollars and demanded that Pakistan's rich, whose lifestyles outstrip many in the West, step up to the plate.

Shaikh said Pakistani exports grew by 28 percent, an unprecedented rate, during the current fiscal year.

"We also hope that our remittances will reach a level of $12 billion by close of this year," he said, adding: "Our foreign currency reserves have reached $17.3 billion."

He said that the government had achieved some macrostability, checked inflation and begun to impact the growth rate.

Local newspaper The News reported this week that Pakistan had decided to launch a "careful and meticulous" military offensive in North Waziristan after a recent visit by U.S. Secretary of State Hillary Clinton to Islamabad.

But Lt. Gen. Asif Yasin Malik, the corps commander supervising all military operations in Khyber Pakhtunkhwa province, told reporters on June 1, "We will undertake operation in North Waziristan when we want to."

In that case, I think most of the allocation should go in upgrading security of military bases in the country and CT equipment for the special forces as Pakistani military bases have become the favorite targets of TTP and other outfits.

Nope, First we need to secure our borders from where these terrorist come and arms / ammunition is supplied to them.

Like you close your door of house first, then you secure your money in safe.
 
Actual defence spending according to todays jang news is 645billion Rs. 495b as defence budget. 80 billion for Arm forces Development programme 2025. 50billion for Coalition Support Fund, 20 billion for UN missions.
Plus if we add the pensions amount of the retired millitary personal which is about 70+ billion but it is allocated from the civilian pensions budget allocations.

Im not criticising this spending because according to Ministry of finance government gave 1000Billion of subsidizes only to Pepco and wadpa in last three years alone. So i think other sectors need some accountability but im not really happy with the Fauj of Generals, Admirals and Air marshal that we have now a days. I think this number need to come down. we cann't afford this. more needs to be spends on arm forces development and not on this fauj of high rank officers.
 
personally i think the defence budget should be decreased more##to about 3billion

and spend the rest of money on education and health sector

which in return will contribute to gdp growth and defence budget will automatically increase

2% of dgp is more than enough

too early to call, The WOT has hiked our budget and the global economic crisis is holding us back from increasing the budget too much as the economy is still in recovery mode.

10 bill seems like a realistic figure after the WOT comes to an end our economy picks up from where it left off in 2004-6.
 
the 12 % hike in the budget would be eaten up by inflation only .....
 
one thing from this budget, the staff cars and drivers of brigadiers and equivalent grade will be taken back and money will be given.......saves on petrol.

Economy growing at 2 percent and defence allocation growing at 12 percent.
 
India is not an immedeate millitary threat given is rising economic status. We should divert a large part of defence budget for improving our internal security, training the police properly, electronic survelliance of cities, etc etc. The defence industry should be indegeniosied to increase job oppurtunities.

Enough of fooling the nation in quest of maintaining the parity with India..we are miserably failing at that and becoming second soviet union!

Oh...comon....Pak is in catch 22 here...You got to be fair with them.... India is still an adversary...a powerful strong adversary whose economy is improving considerably....On the other hand Pak economy is in shambles and you have a messy war in the name of WOT to finish.....Now you don't want to ruin the economy but you also don't want to be in a situation where your deterrance against adversary is only nukes....Fighting war with terrorist and balancing power game with India would need money and is putting lot of strain on Pak economy....I wish Pak can make most of MMS...he is really into solving issues with Pak....Peace with India will do wonders for Pak but then who is listening.... :(
