Pakistan has got its act together in narrative warfare with its DGISPR: Indian cybersecurity
The country's cybersecurity chief Saturday stressed the need for a unified public relations command for the three wings of the armed forces to ensure an upper hand in the narrative warfare with Pakistan, which, he opined, has "got its act together" through its Director General Inter Services Public Relations.

The country's cybersecurity chief Saturday stressed the need for a unified public relations command for the three wings of the armed forces to ensure an upper hand in the narrative warfare with Pakistan, which, he opined, has "got its act together" through its Director General Inter Services Public Relations (DG-ISPR).

National Cyber Security Coordinator Lieutenant General Rajesh Pant (retd) said the three wings of the armed forces have their own public relations officers and "they are going in different ways".

"When are we going to have our own equivalent of the DGISPR because the (Indian armed forces) services have their own PRs and they are going in different ways. Somebody at the national level now has to look at the narrative warfare and how to implement it in various domains," he said.

Talking about the Director General Inter Services Public Relations (DGISPR), which serves as the spokesperson for the Pakistan Armed Forces, Pant said the neighbouring country got its act together in narrative warfare through the agency.

"What we are finding from the other side - from the western border - that since the time they have created the DGISPR, they have got their act together," he said here at a seminar on the topic of 'Securing the Future Battlespace: Information and Space Warfare'.

According to official Twitter handle @OfficialDGISPR, Major General Asif Ghafoor is serving the post since December 2016.

Lt Gen (Retd) Rajesh Pant added, "When they (DGISPR) conduct narrative warfare, let's say in the case of Kashmir, the message they send to Europe is that human rights are being infringed."


While when they engage with Islamic nations they tell them that Islam is under threat, noted Pant, adding, "What they told southeast Asia is that there is a regional instability," said Pant.

"So, they seem to have got their act together," he concluded.

It is important to clarify what the three services of Indian armed forces imply and mean by 'information warfare', he said.

"They should come out with the definition because now they are using the terms - as you are aware - like 'narrative warfare'," he said.
 
For India its a very competitive job. After the United States, Pakistan is the only military in the world that has a PRO-ACTIVE independent defense authority for counter and building a narrative from its defense. It's indeed a very complex job, especially in the 21st century.

If you carefully follow the structure of Pakistan's armed forces. For instance, Strategic force Command or JCOS, they're exactly a copy of U.S. military. ISPR exists for a long time but ex DG ISPR Gen. Asim Bajwa completely revamped this organization from infra to strategy. That smart officer comes with the strategy and planning. He knows you can't fight a battle without a powerful information dept. He designed, formulates and re-ignite the entire resources of ISPR.

Pakistan's military actually inherited this strategy from the US. To kill your enemy in modern warfare, you have to build a narrative through your DOD rather than relying on the Govt. Govt can't answer technical Qs with respect to the military actions nor you have time to wait for the information pass-on from your DOD to FO. There is a massive hierarchy in between. FO or any department of the government who has a responsibility to tackle International audience they're always polite that's what their job and they should be. Perhaps, sometime you need an aggressive response. India is NOWHERE to challenge ISPR in the information warfare even if they gonna establish anything parallel. It's all about "Experience" and "Established" authority vs an authority who always believes we might get anything by spending $ which is not possible in this case.

ISPR everyday interacts with the foreign diplomats, gens, officers, int news channels officials name a few. Indirectly, your armed forces engaging foreign countries along with your foreign office. ISPR has separate directors from 3 different depts Alpha / Bravo / Charlie including Cyber Warfare command. They have separate sections of gathering information from Air and Naval force and A/V (In-house Production center).

You can't build that kind of trust which ISPR has when it comes to an international audience. Entire Indian Govt + their military + their media narrative is on the one side, alone DG ISPR single press-conference having more convincing power why simply because India doesn't have active authority for such kind of task. Govt has no power to convince the world when it comes to Mil news. You must have separate DOD (Department of Defense) for building counter-narrative for your armed forces and their actions. Quite frankly, this is not the responsibility of the Govt. Their responsibility is to taking care of foreign policy but you must have separate auth for defense institute.

On Feb 27, 2019, Indians lost not "Only" because of their entire defense incompetency but this ISPR information warfare literally destroyed them. Trust me that tri-star press-briefing literally makes entire Indian defense a JOKE. 3 Top officers holding long dick in white color and telling the world look guys we have this and our Air command authority informed us that this is actually an AIM which was fired from the F16. Their attitude, the way these high officials under fire when the journalist starts asking questions and they immediately released oh **** man we have to leave this press conf like Surgical strike 2016, else single mistake while justifying our bullshit will make us ..........

Try it... you ain't get attention like ISPR... it will take 10 - 15 years to India to develop something like ISPR. Mark my words as Ex-Indian Gen said!

lol DG ISPR stated, we have two pilots in his 1st conf. Since that day not a single international media official has asked him nor anyone discusses that matter on any tv channel till today. Trust me if DG ISPR lying, nobody will ask him u know why?

That what we call tactical advantage. Playing with emotions, narrative, and information by using DOD. Put your opponent force under pressure. Govt can't defend the actions of its force. You need a dept for a counter. Indian govt failed to defend their armed forces. Indian Army has one public relation dept as off I know but that authority is completely DEAD, can't stand in front of ISPR. ISPR successfully (AND EASILY) pushed entire Int media to focus on India's incompetence and failure rather than asking him a question.

Rest does the remaining job... Defence.pk / BattlespaceX / ACE PAF etc the reason DG ISPR officially stated after Feb event... I (DG ISPR along with the GHQ) THANKS TO ALL SOCIAL MEDIA PLATFORMS... they did a GREAT JOB ... :lol::lol::lol:

Its not 99, where india won a propaganda war by using its massive media & Pak had 1 crappy channel aka PTV, its 2019.

And Pakistan now has a powerful media and a pro active ISPR to bust Indian propaganda.

I don't think we discuss this point enough. The proliferation of media in Pakistan certainly brought its negatives but also brought many positives. Pakistan was successfully able to counter India propaganda and was able to articulate and deliver its narrative not only domestically but also internationally after Feb. I remember during the Kargil War, India was even able to shape narrative inside Pakistan to some extent because Pakistanis were watching Indian channels because nobody wanted to watch PTV or STN. In the present, Indian channels are almost non existent in Pakistan because the domestic audience prefers watching local channels because they are catered according to their tastes.

Besides PAF, our news channels were one of the unsung heroes after Feb strikes.
 
I have said it before in other threads that ISPR's scope must be widened and it's capacity increased with a full mandate of information warfare in today's hybrid war. ISPR must collaborate with ISI more and have a specialized cyberwarfare wing. More civilian staff, relevant celebrities, private media can help ISPR in narrative shaping/propagation.

ISPR should be and permanently headed by a 3-star general rather than a 2-star general (as in Gen Raheel's tenure). We have an advantage vis vi India in the shape of ISPR but we must enhance it rather than be contented.

Buildup at Chawinda and LoC. We are expecting some false flag in India and limited escalation but for us, there is no stopping then as compare to 27th February and the same message has been deliver to KSA, UAE Kuwait etc as well who have invested in India and comes to cool down every time. I will give to India for one thing that it has lured Gulf investment knowing that we cannot reject their approach or request for softening ourselves sometimes but, not this time. Message is coveyed to everyone and informed accordingly that there will be no stopping.

MEDIA is marasi everywhere our is at its zenith of marasipana with money being the main incentive alongside the sense of power which comes from their followers/viewers.

In my opinion they can't be controlled by $ as they will get more from the enemies and if we crush them directly they will slide out and whine. So how to control them? I believe we should leverage the current platform of social media like an IT cell and build it up as a platform, if we do this these evil creatures will lose on their dose of pride and greed and to ensure they have the same following (though it will be cosmetic) they will crawl and support the nation. Same as what Indian media does modi treats them like concubines because he controls the social media and those anchors crawl and run to show they are in agreement with the bjp.

It's not just one major general, it's there whole team. ISPR has learnt the art of information warfare through experience. Any force that tries to imitate it starting today, will require at least 10 years to reach the level of ISPR.

If Indian army just creates one position and doesn't invest time and resources to build the resources and experience behind that position, the person on that position will commit suicide very soon.
