Pakistan has 3.2 million rich people who doesn't pay Income Tax

As of 2013, there were 3.2 million rich people who didn't payed Income Tax. These are Upper middle class people who drives cars, move abroad for trips I mean they live a comfortable life. If they have an income of more than Rs 1.5 million each year than the total tax collected from them would be around $10 Billion which is the total General Sale Tax and Value Added Tax collected in Pakistan. So if government just get $3150 Income tax from these in 1 year which is low from their income according to the taxation system in Pakistan than Government can easily remove GST and VAT from everything even from cars, bikes luxurious things but except Oil and Electricity. Eventually, I would say Pakistan taxation system is worst. Now where are the patwaris to defend it because in 2013 the Income Tax payers list dropped by more than 2,00,000 people.

This is a clear problem. But a reason why many people don't want to pay tax because it goes into the gorge of a mouth of the ruling government and they rarely spend it on welfare of the people.

We need a government the people of Pakistan can trust and are willing to give tax to so that it will be spent on infrastructure and welfare of the people.

Lack of trust in government is no excuse for NOT paying taxes.

Your list seems right but I think the real culprit is FBR. You can't expect everyone to be an A-OK citizen, so government has to do its job and put these thieves behind bars. Only then others will start paying attention to law.

I am Tax consultant, and practicing my consultancy from last 12 years, the point that in Pakistan 3.2 Million rich people doesn't pay tax, its wrong.

In Pakistan who ever have Electric meter, Cell phone, Telephone Connection, paying Advance Withholding Tax, so saying that in Pakistan rich people not paying tax is not true.

Secondly in Pakistan, every person who uploads cell cards pay the Advance WHT.

We can say that ratio of Direct tax is less as compere to indirect tax's but every person, rich or poor paying Tax.
