Did you read what he said.... "Could"... Not "have".... could...

Definition of could:
(often foll by well) used as an auxiliary to indicate a possibility i.e: he could well be a spy

Why not use the word could be as high as say 2.5 Million people or 25 Million people.

He nor you have any tangable proof to back such claims as the huge numbers you guys are quoting.

As it stand its only about 2000 people dead and hopefully wont cross that figure by much.

I don't really see the point in your challenging posts, what purpose is it serving. As you chit chat people are starving and many will die... Many will continue to suffer and likely die once the waters recede and sympathy wanes and the news crews leave. That is when we will need the funds to rebuild, rehabilitate and re-grow.

I would urge you to follow the latest developments on Relief web and UN OCHA, then come back to me with some sensible comments. Till then.
