Pakistan calls, UAE answers

Poverty, conflict, floods and earthquakes have made Pakistan a prime target for international relief efforts. The UAE has consistently responded to the country's need for aid - indeed, no other nation receives more money from the Emirates than Pakistan does.

Over 40 years, the UAE and Pakistan have continued to develop stronger and closer ties. This may explain why Pakistan is the single largest beneficiary of UAE development and emergency aid.

The money has been used to rebuild schools and create towns in earthquake-hit areas of the country. It has also provided shelter and emergency supplies during devastating floods.

"The relationship between our two countries has been strong since the time of Sheikh Zayed, and remains so today with Sheikh Khalifa," said Jamil Ahmed Khan, Pakistan's ambassador to the UAE.

"Pakistan is a major recipient of the generosity from the UAE, and we are hugely grateful for the help given to us by the Emirates," Mr Khan said.

He said the UAE had been among the first countries to provide helicopters and emergency after floods devastated large swathes of Sindh and Balochistan provinces last summer.

"The aid that was provided by the UAE helped to save tens of thousands of lives in the aftermath of the disaster," he said.

Over the years, funding has gone into building schools and bridges in the Swat valley.

"In Mansehra, there has been huge investment with a number of hospitals as well as schools and other infrastructure like new roads," Mr Khan said. "Over the years this funding has gone to help change and improve the lives of many thousands of people."

Mansehra, in the country's north, had been devastated by an earthquake in 2005 with almost all its buildings destroyed.

In response, the UAE funded the creation of Khalifa City, including 210 houses, two separate schools for boys and girls, a clinic and a mosque, at an estimated cost of Dh12 million.

Mr Khan said UAE aid had been used to support dozens of projects in the past, and was currently funding 24 initiatives.

According to the UAE's Office for the Coordination of Foreign Aid (Ocfa), the assistance given to Pakistan has increased from Dh65.8m in 2006 to Dh310m in 2010, with a peak of Dh607m in 2009.

Most of the money went to humanitarian aid.

After severe flooding in Pakistan in 2010, aid was urgently needed for both immediate food, medicine and shelter, as well as long-term projects to rebuild roads and buildings.

"The floods killed more than 1,700 people, damaged or destroyed an estimated 1.7m homes, and caused an estimated $10bn [Dh36.7bn] of damage, submerging roads, sweeping away bridges, and destroying many schools and hospitals," said Ocfa's UAE Foreign Aid Report 2010.

"The UAE responded massively to this crisis. Out of a total Dh 310.7m disbursed to Pakistan in 2010, Dh 258.4m was spent on humanitarian assistance, with the largest tranche - Dh 211.4m - coming from the UAE Government."

Support was also provided by the UAE Armed Forces, which offered helicopters and personnel to evacuate flood victims and distribute food and supplies. Other funding came from the UAE Red Crescent Authority and the Khalifa Foundation, with Dh30.9m and Dh15m respectively.

The Khalifa Foundation also donated Dh44.7m towards charitable projects during Ramadan, and social welfare programmes.

"The Government, Dubai Cares and the UAE Red Crescent Authority were the biggest donors towards development projects, which amounted to nearly two per cent (Dh 7.1m) of the UAE's overall aid to Pakistan," the report said.

According to Ocfa, the aid that the UAE provides to Pakistan is split into several areas.

They include charity, commodity aid and general programme assistance, economic infrastructure and services, environmental protection, humanitarian aid, production sectors, and social infrastructure and services.

Economic infrastructure was added in 2009, with Dh22.8m in cash.

Not a proud moment for a Pakistani to read the above.. if in my hand i pass a law to abandon all sort of foreign assistance even in the phase of turmoil! It would take 50 years or 60 years but at least the parasitic behavior of the politicians and policy makers will end.... these guys just get the aid to fill the hell of their own bank accounts and which goes again back to their masters as it is kept in foreign banks..

- If I am not wrong as per wiki its the UAE that's behind Balochistan insurgency because it don't want Gwadar to be a success to bring a end to the Dubai port.

- While UAE is keeping pakistan engaged with some aid etc. but gradually it is shifting towards India in reality.

Aid and relief work gives you open access in a country. Earth quake relief gave us Baluchistan problem when we open our borders like a wh.ore and let everyone in with a free pass to go everywhere. Unless our motherchod politician's stomach get filled with haram, enough to rot their next three generations, their is no relief coming to people of this country. I really dont get it, where are these people from, do they have brain or some other sh.it inside their skull. no other country in the world gives open access to their muslim/christian/hindu brothers...where this freaking brotherhood comes from, how many arabs have ****** their ****** to develop this brotherhood. (those *s are intentional count the number of *s and fill in the appropriate word)

I get pissed like Lewis Black and I am glad i dont have access to electronic media or these politician will hear what they never heard before!

Pakistan is not the largest beneficiary of UAE aid as this article claims. This newspaper is just a propaganda arm of the UAE government. Read the following extract :

"Viewed from a regional perspective, the largest recipients were the Middle East, with 32.8 per cent, Sub-Saharan Africa with 19.0 per cent and South and Central Asia with 17.9 per cent. The Palestinian Territories received more aid than any other individual country, namely Dh362.3 million, followed by Pakistan with Dh310.7 million, of which Dh258.4 million was provided in the form of humanitarian aid in response to the floods.

This is despite the increased inflows on account of the recent flooding we have had in Pakistan. I suspect that US and Europe are the biggest donors of aid to Pakistan.

UAE might well be the numero uno with the other 'aid' that involves pumping money into the radical groups in Pakistan as well as the terrorist nurseries euphemistically known as the madressas that have wreaked havoc in Pakistan. We already have another thread on their help in Balochistan ............ In both these cases we could do without their 'help' thank you very much !!!

* Even our declared enemy India almost commited the same funding for the floods as UAE. [$6 million to $5 million]

I hope this helps as this clearly shows 6.8 million is clearly the largest number their as 100s of millions donated by others are no where near 6 million.

I dont know how much UAE helped but for sure in the floods Turkey tried to help as much as possible , maybe in terms of cash we gave less than some but in terms of aid in far exceeds cash , like fabricated houses , food , hygenic material , we sent a train with aid and many trucks .

But we shouldnt talk these between us . We have a saying in turkish , bunlar aramizda konusulmaz bile meaning these shouldnt even be talked about but natural.

I think kizilay is building schools in Pakistan now or still helping out in the bad areas i have read before , saying that we will help even after the floods.

Pakistan opted for an aid-dependent growth strategy in the early Sixties and has now become stuck in the quagmire, too dependent on aid - from America to Saudi Arabia to the UAE. Self-reliance cannot be attained by pursuing an aid dependent growth strategy without an active intervention of the government to mobilise domestic resources and to promote exports.

Now, just check out the facts:
