On paper, Yes.

I would also like to see Z-11s in PA.

But PA aviation must have some reasons. Similar to why they keep extending the T-129 contract instead of going for chinese option.

However, it's just my opinion.

These choppers are periodically flown over 20k feet (including just recently for K-2 rescue attempt).

My educated guess would be TBO for certain parts and ease of maintenance. Certain helicopters are notorious for difficult access because of their poor internal layout. All that plays into operational capability.
Airbus equipment has longevity and high reliability, A-stars are super famous up here in Northern Canada and serve as workhorses for forest fires and other remote access work.
Performance isn't really the deciding factor if it compromises on reliability.
But isn't the Z-11 de facto a H125?

nations were building helicopter since the 40s era and we can't make it in 21 century. I think we are not interested in making things. the nation as a whole including our armed forces has the psyche of a consumer instead of producers thanks to Bhutto nationalism, it changed our course forever.
You nailed it. We prefer to buy off the shelf stuff rather than take the trouble to invent and produce the stuff. For the reasons you pointed out. We don't have the money because we don't produce much, to sell to other nations.
