Even if Pakistan was at 3rd or 5th place, would it matter. This is just a list.
There is an open conflict along LOC which needs a bloody solution. Both India and Pakistan know that taking full region of kashmir is next to impossible given the dynamics of the region, time frame and politics of the world, yet both will employ thousands of troops facing each other along LOC. If Pakistan and China take Kashmir, then PA's strength would automatically drop. At least 3 x infantry divisions can be disbanded straightaway. However, the opposite has occurred since 2000's. Army has expanded, so have Rangers and FC. PAF and PN have raised new squadrons. The deterrence of Nuke wasn't enough. Pakistan was too slow to make nuke considering that East Pak was thousands of miles away. A nuke could have saved 1971 debacle. Currently, with a strong ground force and a formidable Air force, its not easy to cut off sindh or Sialkot sector from the rest of Pakistan. Then there are back ups through tactical nuke, long range CM/BM, force multipliers in the air and ground, an ever increasing reserve force, newer/modern armored vehicles and a stockpile of ammunition made locally.
So whats next ? Both countries are hesitant to take the first step to start full blown out war. The Kashmir issue will linger on. Pakistan cant force its way into kashmir where as India is slowly losing its battle in Baluchistan especially after Yadav's capture. Leaders of both countries are not far sighted neither thorough in their calculations to make the right moves. The cabinet which works under them is even more incompetent and massively greedy for personal benefits on top of that. Whenever a critical national situation comes up, a comedy of errors start to spring from all sides.
Pakistan can’t invade Kashmir but Pakistan can make Kashmir hell for Indians. If our establishment supports Kashmiri mujahideen india will be brought to its knees in Kashmir. If our establishment let Pakistanis cross loc and do jihad in Kashmir they can bring Indians to their knees there. Our establishment can free Kashmir and make it hell for Indians.
If our establishment grew some guts and supported resistance in Kashmir and allowed Pakistanis to go to Kashmir to do jihad they can cut off Kashmir from india. Kashmir valley is mostly Muslim and Kargil is mostly Shia Muslim. India can’t invade kargil with tanks and even their whole military will be pretty much useless in the mountains there. How long can india survive in Kashmir if mujahideen cut off Indians from Kashmir valley and Kargil and Ladakh and Siachen? How can india go to war with Pakistan when Kashmir isn’t in their control?
If our establishment wanted they can create a Taliban type movement in Kashmir and Kargil terrain is no different then the mountainous terrain of Afghanistan. In Pakistan you’ll have hundreds of thousands even millions of fighters ready to do jihad in Kashmir. But our establishment doesn’t allow it. Musharraf let india fence Kashmir and destroy the uprising.
Saying “Pakistan can’t take Kashmir” is all excuses nothing more. You yourself said india is failing in Balochistan. If india can create hell for us in Balochistan why can’t we do the same in Assam in Manipur in Mizoram in Nagaland in Punjab. Assam has a big Muslim population and borders Bangladesh which has a huge Muslim population too that’s ready to do jihad. Myanmar is full of weapons and fighters who’ll fight for their Nagaland and mizoram brothers. And weapons ammunition and explosives won’t be a issue if TTP and terrorists in FATA could locally make heavy weapons with light engineering locally make explosives with fertilizers locally make ammunition then anyone in India can. Gaza which has a massive Israeli Egyptian blockade on it can manage to have manpads atgms rockets and all types of heavy weapons then why can’t rebels and mujahideen in India.
Funding and economy shouldn’t be a excuse either none these countries which fight proxy war use their money they earn the money through mining through drugs and other means. Taliban funded their whole 20 year resistance with mining and opium.

If Kashmiri mujahideen groups like Peoples Anti Facist Front can cause heavy casualties to Indians in poonch and be heavily armed and well trained without any foreign help then imagine what could be done if our establishment grew a pair of balls and supported them.
Sanctions aren’t a excuse either every country uses proxies if we have a strong foreign policy we can avoid sanctions and make it hell for india In almost every of their state.
Truth is our establishment doesn’t care and our political leadership full of incompetents and corrupts.
If we truly wanted to free Kashmir we can easily.
Look at how sleeper cells operate in different countries even in Pakistan. If we have sleeper cells in India and they do daily attacks and at least cause 50 casualties a day we’ll make india stuck in a long hard counter insurgency war. If it’s all over India, india can’t even do big military operations since it’s sleeper cells.
