No. They can not. Anyone signatory to NPT can not. Period. Although there are clauses to get out of it, however, I don't think there is a chance in hell that any Nuclear Weapons State will ever allow that.
On the other hand, India, Pakistan and Israel were never members of NPT, in any shape or form. Hence no UN sanctions or blockades of any sort. The only sanctions that Pakistan and India got hit with were of nominal nature, call it a slap on the wrist.
Furthermore, it's not just NPT, there are other treaties such as CTBT/FMCT related to the testing of weapons and reduction of fissile materials, which were shoved down the throats of nations once they signed NPT. Luckily again - Pakistan, India and Israel never signed nor ratified any of these treaties.
Ironically, it was India's first test in the 70's that brought all of these highly discriminatory treaties into action and almost all nations got locked into them (minus few lucky ones).
On the flip side, the big nuclear powers came up with various dicriminatory clubs and groupings (for their loved ones) to bypass the locks and checks in place, example being NSG, to control and monopolize the nuclear cycle, both bomb related and civilian, although they say it's exclusively civilian, however, even a monkey with two functional neurons very well knows that all the items on the control list, down to a screw are of dual use nature.
It's an unfair world. Live with it.
You can opt out of the NPT anytime you want, at the end its your choice of signing it or not. Any country can make a excuse. Treaties are just papers and once you get powerful you can do anything you want in this world.
I asked this question because for the survival of the Turkish race we have to get Nukes and also the capability to destroy any country and MAD so that nobody can dare try invade us. There are only a few countries if not only 1 that can invade us conventionally now but we need nukes in the next 50 years.
