The civil and military officials on Sunday announced to jointly conduct the country’s sixth population census starting from March 15 which would be completed by May 25 in two phases.

The announcement was made here at a joint press conference addressed by State Minister for Information and Broadcasting Maryam Aurangzeb, Inter-Services Public Relations (ISPR) Director General Asif Ghafoor and Chief Census Commissioner Asif Bajwa.

The fifth population census was conducted in 1998 and the sixth census is being held after 19 years. “The first phase would start from March 15 and would conclude by April 15, followed by a 10-day break to facilitate the movement of logistics for the second phase which will start from April 25 to May 25,” Maryam said.

She said that Rs18.5 billion had been released for the census out of which six billion rupees would be allocated to the army. “Rs 6.5 billion have been allocated for transportation while another six billion rupees have been allotted to the civilian budget,” she said, adding that total civilian staff taking part in the census equals 118,918 persons and are all government servants serving in various departments.

The state minister said that those individuals who would found providing misleading and incorrect data to the census officials would have to pay Rs 50,000 fine and six months imprisonment. She said that dual nationals who are present in Pakistan at the time of the census will be included in the census. “Form 2-A of the census will count transgender individuals for the first time,” she told a questioner.

She said that the government was also set to undertake a mass communication and awareness campaign on a national level and the citizens who wish to report any discrepancies are encouraged to call a helpline 0800-57574. She said there was complete consensus among members of the Council of Common Interests (CCI) for holding census and all the arrangements had been made in an elaborate manner to make the process fair and transparent.

She said the percentage ratio of urban and rural areas would be issued soon after the census. Maj Gen Asif Ghafoor said it was decided that transparency of census would be ensured with assistance of the army and over 0.2 million soldiers would be provided for making the census transparent.

He warned against negative propaganda against census process, saying those feeding wrong date would be dealt strictly. He made it clear that the army was all ready to perform its job. “One soldier would accompany one enumerator in each housing block. Around 8,00 master trainers have been trained to render training to enumerators,” he added.

He said that the Pakistan Army would provide full security to the census process and it would also ensure law and order situation in the area. “Every single citizen is responsible for security and every citizen is a soldier in Radd-ul-Fassad operation,” he said. He said that the census would be conducted with the assistance of over 200,000 troops in approximately 168,000 blocks.

“There are approximately 168,000 blocks, and there will be a soldier accompanying every civilian enumerator on that level,” he said. “The soldiers would accompany their civilian peers and once the data is provided, the soldier ─ who will have a link to the National Database and Registration Authority (NADRA) ─ will be able to get verification of the data immediately,” he added.

He said that the army has created a support plan for the census according to which the military has three tasks. “Army would ensure that the census is smooth, transparent and that security and law and order are maintained,” he added. The army will make security arrangements for the retrieval of filled forms, he added.

“With help from the Pakistan Bureau of Statistics, master trainers in various cities have trained more trainers under them at the division level, so “each soldier is well-trained to undertake this task,” Ghafoor said. He said the provincial results of the census will be published after May 25.

Regular reports will be issued at the provincial, district and national levels, the information minister said at the briefing, with a summary of demographics as well as a visual representation published before the final results are released. “Take the soldier who comes to your door for the census as a thank you from the Army for your devotion, and please cooperate with him,” he concluded.

Pakistan's sixth housing and population census is to start on March 15 and will continue until May 25, Minister of State for Information, Broadcasting and National Heritage Maryam Aurangzeb said during a press briefing in Islamabad on Sunday.

The census will be conducted in two phases, with the first phase stretching from March 15 to April 15, followed by a 10 day break for the movement of logistical arrangements, after which the second phase will go on until May 25, Aurangzeb said.

The census of the budget is Rs18.5 billion, said the minister. Of this amount, Rs6bn has been contributed by the army, Rs6.5bn has been set aside for transportation and Rs6bn has been allotted to the civilian budget, she said.

Total civilian staff taking part in the census equal 118,918, and are all government servants serving in various departments, Aurangzeb said.

Aurangzeb, accompanied by Director General (DG) Inter-Services Public Relations (ISPR) Maj Gen Asif Ghafoor and Chief Census Commissioner Asif Bajwa, told the press that a Rs50,000 fine and six months imprisonment would be handed to those who wilfully misrepresented facts or provided incorrect data.

The DG ISPR added that the census would be conducted with the assistance of over 200,000 troops in approximately 168,000 blocks.

"There are approximately 168,000 blocks, and there will be a soldier accompanying every civilian enumerator on that level," he said.

Soldiers will go door-to-door with enumerators, fill in their own forms and once the data is provided, the soldier ─ who will have a link to the National Database and Registration Authority (Nadra) ─ will be able to get Nadra verification of the data immediately.

Dual nationals who are present in Pakistan at the time of the census will be included, Aurangzeb said.

This census will be different from any other for many reasons.

1. At least 1 family member or head of family will need to have CNIC to be counted.
2. People outside Pakistan for more then 6 months will not be counted.
3. People who have moved to other parts of country will be counted there and then, only exception being some IDPs who have temporally moved to KPK and not gone back yet.
4. Afghanis and other foreigners will be counted separately.
5. Transgenders will counted for the first time.
 
Murad asks Centre to ensure accurate data in census, relax CNIC condition

KARACHI: Sindh Chief Minister Syed Murad Ali Shah has underscored the need for conducting the sixth census in a transparent manner so as to restore people’s confidence in the process.

The federal government, therefore, should develop a mechanism to make sure that block-wise information, to be compiled on a daily basis, was made accessible to the general public, he said in a letter addressed to Federal Finance Minister Ishaq Dar.

It said: “The exercise of undertaking the sixth population census is a gigantic task which requires concerted efforts and resources. It is extremely important to accurately count our citizens, as our fiscal and other planning is based on this data. We need to ensure that each and every citizen is counted and that there is a no exaggeration of numbers,” he stressed.

Therefore, the CM said, it was imperative that this exercise was held in an efficient and transparent manner. The chief minister in his letter further said that “this is necessary to ensure the restoration of the trust and confidence of people in the census.”

In order to conduct the sixth population census in a credible manner and according to the parameters of the law, some necessary measures must be taken, he added.

Some of the suggestions Mr Shah put forward to the federal minister included preparing a summary of the block-wise census information on the population census form ‘REN-2’ accessible to the general public and placing it on the website of the statistics division. He said the REN-2 should also be available at the office of the district census officer.

The chief minister also recommended devising of a mechanism to allow the general public to lodge their complaints before the exercise was finalised. A body can be formed at the federal/provincial level to look into the complaints.

Another recommendation made by Mr Shah is that the compulsory condition for every citizen to have his/her CNIC should be relaxed, arguing that one’s identity could be established through many other things if one does not have a CNIC for any valid reason.

Pakistan is preparing for its first census in 19 years. Here are some facts about the upcoming enumeration exercise of the sixth most populous nation in the world.

A third sex

For the first time, transsexual people will be counted separately, according to representatives of this historically recognised but often persecuted community in the country.

The forms had been printed well in advance of court decisions to include them in the count. Now enumerators have been informed that those surveyed will have three numeric choices for their gender: 1 for men, 2 for women, 3 for those who declare themselves transsexuals.


Only nine languages

Language is considered an essential tool in evaluating the makeup of multi-ethnic Pakistan — but only nine of the country's estimated 70 will be listed, to the dismay of many communities.

No regional languages from sparsely populated Gilgit-Baltistan will be included nor will Gujrati — spoken by some Muslim immigrants from India who believe the lack of recognition will drive their mother-tongue towards oblivion.

Faith matters

The census will provide an insight into the true number of religious minorities, especially Christians and Hindus. Estimates are approximate and disputed, ranging from 2 to 10 million for the former and 2.5 to 4.5m for the latter.

Citizens can declare themselves Muslim, Christian, Hindu or Ahmadi.

Otherwise, they can be “members of scheduled castes” — members of marginalised Hindu families, or “other”. There are no separate options for Sikhs, Parsis or Baha'i.

Feeling flush

One box asks households how many toilets they have — a particularly salient question in Pakistan, where the United Nations estimates up to 40 per cent of people defecate in the open air with dramatic health consequences, especially for children.

Nationality

The census gives two nationality options: Pakistani or foreign.

But the army, which will conduct a parallel count, plans to be more precise mainly because of the country's Afghan refugees who are accused of everything from terrorism to trafficking.

Many local officials fear Afghans could be counted as local and skew demography in favour of ethnic Pashtuns, whose political parties would benefit as a result.

On the other hand, the estimated six million Pakistanis working abroad will not be counted. No information will be collected on internal migration — necessary to assess the political weight of a province where many people have moved for economic reasons.

This information will be the subject of a separate subsequent survey based on a large sample of the population, according to authorities.

It's so nice and a good step towards equality by including transgender in census but sikhs should be included in minority count too as there are large number of sikhs living in Pakistan from decades

Now this part worries me. The ethnic and linguistic diversity of the country isn't being noted when only 9 of the 70 languages are being listed. This initself will make it difficult for ethnic and linguistic minorities to put their language on the map of Pakistan. The census in my eyes has many short comings.

Me too. This census looks like it was the result of dozens of compromises between all of Pakistan's powerful political forces. I will be highly surprised if this census passes off without endless controversy.
