Had you bothered to read and understand the article, you would have realized that Pakistan can not directly import gas from Qatar because Pakistan does not have a re-gasification terminal while India does.
So Pakistan would first have to build such a terminal - which is expensive - and then start importing.

Alternatively Pakistan can use India's terminal which would save it a lot of costs and would start almost within a year as the pipeline to be laid is almost already at the Indo-Pak border on the Indian side.
