This is actually great news! We have many expats in Spain and countries like Spain which have limited international clout have largely been ignored by Pakistan. It is about time we cultivate strong people to people contacts with them and let Pakistan take advantage of the huge Spanish market.

In my 7 months in Spain, I saw many Indians in important research positions. There wasn't a single Pakistani in any place that mattered. That does not mean there weren't any Pakistanis. In fact, I found more Pakistanis than Indians, though that might not be true for the whole of Spain. I lived in the North. But all of them came illegally and were mostly running electronic repair/kebab shops.

Spain, though, not a rich country, cultivates a large talent pool in engineering and has quality R&D. I've worked with researchers there and they are doing some quality work! Unfortunately, Pakistan has in the past primarily focused on the European power centers - UK and ignored pretty much the rest of Europe. We are now waking up to see a new, changed world. With the US no longer our ally, we must make new allies and create partnerships where real value can still be added. Spain, Netherlands, Belgium, Ireland are some of those countries which are ripe for partnerships in pretty much every single field of science. The opportunity has to be created though because India is making serious inroads everywhere while we bicker on the petrol prices and tsunami of taxes.

The India france move is being countered - but as very astutely pointed out by @mourning sage , your foreign relations are heavily impacted by what you export as human capital. The Indian is now in every workplace and high prestige work environment. Even if we discount based on size difference which is considerable, the impression through both media and personal interactions decides both voters and representatives unless you have deep coffers like Oil-rich nations.
