OCI is not Indian citizenship, while these guys can purchase the property but cannot vote/ claim access to fundamental rights enshrined in the Indian constitution. OCI card allows them to travel to India without VISA requirements.
India does not allow dual citizenship and the example quoted of Antonio Maiono A.K.A Sonia Gandi was a fraud case where a super powerful elite family bypassed the rule and gave Indian citizenship to Sonia without renouncing her Italian citizenship.

OCI is not a Citizenship, it simply means you are married to, were an Indian citizen or your parents, or grandparents held one. It grants a long-term visa, and rights to own land except agricultural land and your rights are limited to the common law rights. You are treated as a foreigner in every way. Unlike a dual nationality where you can have voting rights and the right to hold any office, we don't allow it. You are not even allowed to get a job that's remotely governmental.
