As Modi’s ‘Make in India’ campaign gains momentum, the Defence Research and Development Organisation (DRDO) doesn’t want to be left behind. Director General Avinash Chander tells Pranav Kulkarni about the big plans they have going forward

Do you expect more money from the government in the next budget?

Our budget had been stagnant for the past five-six years. Purchasing powers were much worse. Salaries were going up, so less and less money was available for projects. This has been restored. We are now able to take on new projects. Armed forces’ need is tremendous. Our aim is that as Make in India enhances further, funding should come from private industry for research and development. So we will look at partnerships.

A higher average age and extensions given to scientists are considered problems for the agency.

We have 7,500 scientists, 18 of them on extension. This does not change DRDO’s profile. We have been trying to get some manpower and have made a case before the government. We should have an intake of 300-400 scientists per year on an average so that our average age remains static. The proposal has been under evaluation for the past few years. Today our intake is 120-130 per year.

The PM had suggested setting up of five laboratories headed by young scientists. How far has that come?

We have created seven centres to take on challenging projects. And they are on the job. We are picking up young scientists from labs, putting them together, giving them freedom to take their decisions and empowering them like the director of a lab. We have identified that in the next five years, we want to create 10,000 scientists working on defence at various centres — MTechs, PhDs, a network of knowledge being created. We have signed MoUs with IIT Mumbai, Chennai for propulsion systems, Jadhavpur University for robotics, IIT Jodhpur for materials. The target is to have 10 centres in next five years and each centre should have 500 scientists to carry out research funded by DRDO.

What is the future of some major platforms?

We are still studying. The Advanced Medium Combat Aircraft (AMCA) is in the paper design phase… We feel aircraft development is a 15-year cycle, so by 2027-2030, we should be able to have AMCA. Light Combat Aircraft variants will keep coming out by then. Short Range Surface to Air Missile (SRSAM) required by the IAF and Navy was taken up by DRDO as a joint technology development. But with Akash having matured well, IAF feels that most of their requirements will be met by Akash and versions of Akash, so it (SRSAM) is being re-evaluated.

The more I hear about how india has been run for the past decade and the more I hear from Congress's now that they are in opposition the more I want to see hem further decimated, if not dismantled entirely. The indian national congress has not served india for a long time now and they are continuing with their political above nation agenda to this day. Pathetic.

If Mr avinash Chander had guts he should have spoken when UPA was still in power .

Valid points that the a lot of the DRDO's failures do not lay in a lack of funds but clearly many of them do.

As for the point about not speaking out before. Come on bro, this is not how the world let alone india works. Civil servants can't publicly degrade their government like that. The head of the DRDO, like all other government employees serve at the discretion of the GoI and this has clear implications on what they can and cannot say about those above them.

The GOI needs to stop pumping money into the a**es of DRDO if they cant deliver... better invest money in more promising private players.

3) Sir......our spending on defense is less in that expenditure on R&D too little what is your view on fund shortage. some projects are doing really good & some are in sick condition, what measures are taken for sick projects

Funds shortages never delayed Indian def R&D. We are happy with the support. With an increase allocation we will be able to take up more prog. We need fund augmentation to undertake technology projects. Our govt is considering our proposals.

So actually he is right, in fact the budget shrunk, and since this includes capital expenditure as well inflation has to be considered. So it shrunk by good margin. Given the fact that DRDO's projects have increased and several are in testing phase which would get priority, money for newer projects would have dried up as told by the director. Not to mention priority to strategic systems over tactical ones.

Both DRDO and Indian armed forces have wasteful expenditure and both should be reined in to utilize the public resources in a better way.

Again, it's not about money, since there was enough money available, but it was about not delivering anything in return and simply starting new projects. Even the current PM criticized DRDO for not finishing projects according to the time lines.

Im finallly glad you have seen the lgiht brother. I too along with many stalwarts supported them in some way...mainly for India. But those fukkers are so incompetent and corrupt, India has no shot in hell if they are in power. When you seriously analyze it from a historical perspective, Indian politics was like Bollywood....in the sense it was a cottage industry. A small, select, influential group of families and friends who ran the country as if it was their own personal fiefdom. The good ones died in utter poverty or were discarded by the parties.

Now I am no blind supporter of the BJP either. They have a few less then reputable politicans they need to get in line or kick out....but I do like Modi.

Well it can always be changed.

Why not try?

There have been some achievements DRDO has done last year which even shut my mouth, being one of the worst critics of the agency.

If they can reform, we should try to push them to change.

I am sure Parikkar won't take it lightly with them slacking away.
