Classic way books are monetised for corruption is when a billionaire bulk buys books of his most pliant politicians.

Next move onto getting a fake prescription from a doctor.
Basically you need millions to be able to corrupt in those nations, where as in South Asia a few rupee notes will do the job.
The barrier to corupt is higher, because the repercussions if caught for the dept officials can be dissterious UNLESS they are paid an amount far in excess of losing their professions/risking legal issues.

The problem with South Asia is the corruption of low level officials. And the actions of ordinary people e.g. traffic violations, littering and intolerance. Those petty corruption and indiscipline has a massive impact on the overall quality of life.

In monetary terms, west is hundred times more corrupt.

Corruption is everywhere. Key thing is if corruption is small and a country has vast resources it doesn't effect the populace in the same way it does with the opposite situation, case in point Pakistan. Also there might be corrupt practises being taken up in the US but they have strong accountability and ways to deal with corruption where as many south asian countries don't have the same strength in upholding theirs law backed by strong institutions.

A working person on minimum wage(14 US dollars an hour) is paying taxes to provide a pension, free healthcare, bus passes, winter fuel allowance etc to pensioners with millions of dollars in property, pensions and cash.
