Both your post count and number of days as a member are insufficient. Post more and be patient, in a few days you'll have the necessary user rights.

Don't spam though. Spam posts will be deleted, putting you back to square one in post count and runs the risk of seeing you be banned. Make positive contributions, not one-liners or single word posts.
