No, but it does matter that you have the required skills and know-how..after all what is the onsite assignment? the reality is you are going to do something that someone else from the host country used to do that in the past..so, its not naturally true in all cases that people working in host countries have high IQ so dont expect the same from the replacer!

if it is a serious question: Its upto the organization who they post where and normal organizational politics matter more than ability in anything. for a easy life in foreign country for anybody, good communication skill and situational awareness is probably as important as your work related skill.

Just join a consultancy which has projects abroad. Nothing else matters. Sooner or later you will go out. Beware, if you are a genius, they will feel threatened and won't send you there.
