Maybe you haven't read Bhagawad Gita. Sam Dham Dand Bhed are very famous principles. Everyone knows this is from Chanakya Niti. Can you quote from Bhagawat Gita where you got this from?

Actually BOTH of you are wrong. They are from the Srimad Bhagavatam verse 7.5.19

Tata enam gurur jnatva, jnata jneya chatursayam
daityendram darsayam asa,matr mrstam alankrtam

It translates as,

Thereafter his guru having taught (knowing) the four diplomatic principle of ruling people,
Presented before the king of Daitya's after being dressed up by his mother.

It refers to the story of Hiranyakasipu (king of daitya's) and his son Prahalad (the great Vishnu bhakt). It relates to the story of Narasimha Avatar.

"jnata jneya chatursayam" refers to the 4 principles of ruling the masses. Janata jneya is the knowledge of knowing people. Catusayam is the 4 principles of ruling them.

Sama - the Principle of pacifying,
Dana - the principle of giving money in charity,
Bheda - the principle of dividing,
Danda - the principle of punishment.
