Pakistan earmarks Rs 12.6 billion for atomic energy

Islamabad, June 10 (IANS) The Pakistan government has earmarked Rs 12.6 billion for atomic energy development in the 2007-08 federal budget.

This is a 29.8 per cent increase over the allocation of Rs 9.7 billion in the outgoing year, reported Pakistani daily, Dawn Sunday.

According to the budget documents, the money will be spent on research and development and general public services.

Pakistan Atomic Energy Commission Chairman Anwar Ali had recently said that the government had assigned the commission the task of generating 8,800MW nuclear power by 2030.

The estimated capacity of each plant would be 1000MW, he said, adding that the joint maintenance and operations of such plants would be easy and economical.

He said that six sites were being considered in various parts of the country to set up the plants and the PAEC was in contact with multiple sources for negotiations to execute the programme.

Coal reserves should be used for power generation: Sindh Assembly begins discussion on budget

KARACHI (June 19 2007): The Sindh Assembly during its session on Monday began general discussion on the provincial budget for next fiscal 2007-08, and supplementary budget for the 2006-07. Speaker Syed Muzaffar Hussain Shah presided over the session.

Five members, two from treasury and three form opposition took part in the discussion. Sindh Culture Minister Abdul Rauf Siddiqui and provincial Inter-Provincial Coordination Minister Sohrab Khan Sarki, while appreciating the budget described it as a development and welfare budget in which record allocations have been made for scores of development schemes.

They said the development outlay of Rs 71 billion would not only generate the employment opportunities in the province, but also change the fate and future of the people of the province. They noted that the government would continue to provide maximum allocations to the sectors like agriculture, health and education, while special emphasis is being laid on the improvement in law and order and promotion and protection of environment and culture.

The members from opposition criticised the budget specially the price-hike and law and order in the province. They suggested that like other parts of the world the coal reserves should be used for power generation. They also demanded more allocations for social development sectors and transparency and good governance in the province.

Earlier, the House through a resolution jointly moved by the treasury and opposition condemned the award of "knighthood" for Salman Rushdi the author of 'Satanic Verses' and demanded the British government to withdraw the award. The resolution unanimously adopted by the House.

During the question hours, provincial Excise and Taxation Minister Shabbir Ahmed Qaimkhani told the House the government was making all out efforts to control and eradicate the drug menace from the province.

The government was establishing check-posts equipped with the most modern facilities at all the entrance points to control the entry of drugs and narcotics in the province. He asked the elected representatives and members of different segments of the society to support the efforts of the government in the eradication of this menace.

Irrigation Minister Nadir Akmal Khan Leghari, responding to a point of order, told the House the government would ensure the provision of irrigation water to all the areas, including the tail-ends. He said the inflow of water is gradually improving in the province. Later, the House was adjourned to meet on Tuesday morning.

Nuclear fuel enrichment plant to be set up: cost estimated at Rs 13.708 billion

ISLAMABAD (June 20 2007): Pakistan is likely to set up a nuclear fuel enrichment plant (NFEP) so that necessary material could be made easily available for its on-going nuclear activities. For this purpose, an amount of Rs 13.708 billion has been earmarked, which includes Rs 8.136 billion foreign exchange component (FEC).

The project would be considered by the Central Development Working Party (CDWP), scheduled to meet on June 28 under the chairmanship of Planning Commission Deputy Chairman Dr Akram Sheikh. Pakistan Atomic Energy Commission (PAEC) Chairman would brief the CDWP members about the salient features of the project.

Overall, the CDWP would consider projects worth Rs 35 billion pertaining to energy, environment, transport and communication, health, population welfare, education, commerce, industry, governance, science and technology, higher education commission and sports.

In the energy sector, the meeting would consider a project of Pakistan Nuclear Regulatory Authority (PNRA) aimed at strengthening regulatory infrastructure by applying innovative radioactive waste management technology to be initiated at a cost of Rs 338 million, including Rs 80 million as FEC. The CDWP would approve a proposal of Ministry of Water and Power regarding import of power from Iran for Gwadar, costing Rs 3.664 billion, including Rs 1.934 billion FEC.

In the environment sector, the CDWP would consider three projects, namely establishment of emission testing/motor vehicles examination system, Islamabad, establishment of combined effluent treatment plant and construction of conveyance system for carrying waste at Hattar industrial estate for phase-IV and Rachna Doab afforestation project costing Rs 732 million.

The CDWP would also consider four projects of transport and communications sectors ie land acquisition for Faisalabad-Khanewal Motorway M-4, 184 km), construction of bridge over river Satluj connecting Pakpattan with Minchinabad including approach road and training works, linkage of Nara Amazai and Bait Gali Union Councils of Haripur with Kala Dhaka and construction of RCC pre-stressed bridge in district Abbotabad (revised PC-I). The cost of these projects is estimated at Rs 5.623 billion.

Other projects include establishment of Federal Drought Recovery Assistance Program Project (DRAPP)/ DERA-II (second revision), agro- food processing facilities at Multan, construction of office accommodation for National Accountability Bureau (NAB), Rawalpindi phase-I, construction of judicial and administration complex in Mouve area sector G-10/1 Islamabad.

The projects, like construction of sports stadium at Taxila and international university Gilgit (Northern Areas), establishment and development of Islamia University, Bahawalpur sub-campus at Rahim Yar Khan, establishment of college of agriculture at the Islamia University Bahawalpur, and establishment of Islamia university's sub-campus at Bahawalnagar would also be considered by the CDWP.

12,500 megawatts plants start trial production by year-end

KARACHI (June 21 2007): Coal fired 12500 MW power plant near Thatta with Chinese collaboration will start trial production by the end of this year. This was stated by out-going commercial consular of China Zhao Qingmao at a meeting of Karachi Chamber of Commerce and Industry (KCCI) on Wednesday.

He said that the power plant has been established on BOT basis. The plant will start full-fledge power production by 2008. He said beside this, China National Machinery Company is negotiating with City District Government for establishing power units at different places in the city.

He said that the company is also negotiating to establish solar power plants in the country Incoming commercial consular of China Wang Qihui appreciated the fast ongoing development projects in the city and said that this indicates economic development of Pakistan.

Speaking on the occasion, former President KCCI, Siraj Kassim Teli said that Pakistan and China both enjoy best economic and cordial relation and added that people quote Pakistan-China relationship as example in the world.

OGDCL discovers gas in Tando Allah Yar

KARACHI (July 06 2007): The Oil and Gas Development Company Limited (OGDCL) has made a Gas and Condensate discovery from its exploratory well Chandio 01 of Tando Allah Yar Exploration Licence located in district Hyderabad. The Hydrocarbon was found from Lower Goru Formation.

Candio Well No 01 is a joint venture between OGDCL with 95 percent share and GHPL with 5 percent share with OGDCL as operator. According to information sent to the Karachi Stock Exchange here on Thursday, the Chandio Well No 01 was drilled down to the depth of 3660 meters, targeting to test the potentials of "Massive", "Basal" and A-Sands of Lower Goru Formation of Cretaceous Age.

Base on drilling and electric log data, four zones were selected for testing. Production testing of Zone-3 (Massive-Sands) of Lower Goru Sand member proved productive. The short duration initial testing results are as Choke sizes 32/64 inches, WHFP (PSI) 540, quantity of gas 2.45mmscfd and quantity of condensate 70bpd.

Gas projects worth Rs 1.455 billion underway in Vehari district

VEHARI (July 06 2007): Three Sui gas projects worth Rs 1.455 billion are underway in the district which are nearing completion, said an official of the Sui Northern Gas Pipeline Limited (SNGPL) on Thursday.

Chief Engineer South Punjab Abdur Rashid Arshad told APP that a sum of Rs 550 million is being spent on Mailsi project, Rs 455 million on Vehari project and Rs 450 million on Burewala project. He said in this way a huge Sui gas project is being executed on the directive of President Pervez Musharraf with an aim to bring backward and remote areas at par with the developed ones.

Member of the National Assembly (MNA) and a PML leader, Aftab Ahmed Khan Khichi, and former district Nazim Vehari Mumtaz Ahmed Khan Khichi, have termed these projects as unique in the history of the district.

They said more than 200,000 people will benefit from these projects which remained to elude in the past as the past regimes kept promising but never fulfilled their promises. They said the long-cherished dream-cum-demand of the Vehariites became a reality only due to special favour of President Musharraf, Premier Shaukat Aziz, Governor Punjab Khalid Maqbool and Chief Minister Chaudhry Pervaiz Elahi.

The chief engineer said the transmission pipeline has been linked via Pakhi More and Iqbal Nagar from where it will be linked to Hasilpur and Haroonabad. He said the Sui gas supply will generate business activity as well besides providing a basic necessity to the household for domestic use. He said CNG stations will be set up for vehicular fuel which will save their resources as well as environment from aerial pollution.

Texas offers to help Pakistan develop wind power technology

KARACHI (July 06 2007): Texas is one of the best examples in wind power technology and Pakistan can benefit a lot from the experience and advancement of this technology in Texas. This stated by Emerging Technology Programmes Director and President of Texas Council, USA, Mark Elison here on Thursday.

Speaking at a meeting of Karachi Chamber of Commerce and Industry (KCCI), he offered to help Pakistan develop wind power energy to overcome power crisis. He said that Pakistan had good potential to develop wind power energy by using latest technology.

About Pakistan-Texas trade relations, he said the business community of Texas was interested to further strengthen trade and economic relations with Pakistan. He said that Pakistani products needed no introduction in Texas as a large number of Pakistanis, living in Texas, imported Pakistani products, and pointed out that in Houston alone around 100,000 Pakistan were living there.

Mark Elison said that Texas Governor Rick Perry was also interested in increasing trade with Pakistan. He offered to assist Pakistani College and university students in getting education and training in different fields, besides providing them with internship in American companies.

He said that his organisation was interested to include Pakistan in emerging technology programmes, which would be beneficial to both the countries. Welcoming the guests, KCCI President Majyd Aziz urged the American investors to invest in power development, skill development, oil and gas exploration in Pakistan.

Pakistan can produce 346,000 MW power: USAID

LAHORE: Ms Robyn McGuckin, Regional Coordinator and Programme Manager, South Asia Regional Initiative for Energy, (USAID) on Friday said Pakistan could produce 346,000 Mega Watt power through wind energy projects.

She said that industrial growth registered increase during the last few years and Pakistan is confronted with acute power shortage, which is pre-requisite for development, progress and prosperity. She said wind energy projects can be installed in the areas of Sindh, Balochistan and North Islamabad, which she added are most suitable sites. She said these projects could also be set up by Pakistan businessmen with US investors as enormous potential exists in Pakistan.

President Federation of Pakistan Chambers of Commerce and Industry (FPCCI) Tanvir Ahmad Sheikh, VPs Azhar Saeed Butt, Qamar Zaman Gill and former federation chiefs Iftikhar Ali Malik, Tariq Sayeed were also present on the occasion. Regarding the funding of the proposed projects, Ms Robyn said that Asian Development Bank has set aside an amount of $3.5 billion for energy sector. She said, “We will provide free technical and business advisory services for wind and solar energy projects.” She said every single acre of land could be used in Pakistan and US private sector can be persuaded for investment in energy sector of Pakistan, as there was vast scope. app

OGDC achieves 41 wells spudding target in 2006-07

ISLAMABAD (July 09 2007): The Oil and Gas Development Company (OGDC) achieved its target of spudding 41 wells in 2006-07, adding substantial quantity of both gas and oil to its production. Sources said that OGDC has forwarded its annual performance report to Prime Minister Shaukat Aziz, in which it has indicated that the government had set the target of spudding/drilling 41 wells in 2006-07, and this target had been successfully achieved.

According to the report, on July 2, 2007, OGDC's oil production stood at 43,199 barrels per day, gas at 1020 mmcfd, LPG 397.8 million tons and sulphur 71 million tons.

The production included percentage that the company got from its joint ventures (JVs). This showed increase in production of all products, although percentage varied from product to product. The company surpassed its seismic targets also.

The report indicated that OGDC achieved 7750 km 2 D and 3050 km 3D seismic survey against 2585 and 1975 km target, respectively.

The rate of success of wells drilled by OGDC during the last fiscal year was very high. Its officials' claim that OGDC's ratio of successful discoveries was almost 50 percent of total drilled wells was indicative of its better management and working at the fields. The report also hinted at problems OGDC was facing in conducting operations in Balochistan. However, it gave optimistic view of security situation in that very particular province.

It said that Uch, an area under-exploited in Balochistan for tapping its promising potential for oil and gas production, was comparatively safer as it had no record of mines. It added that during the year there were 8 incidents of mine blasts at Pirkoh, 4 at Loti and 1 at Uch. The number of mine blasts was indicative of the risk the OGDC crews and other personnel were facing in carrying out seismic and exploration activities.

PPL and OGDC field and other installations had been soft target of miscreants since the beginning of armed forces operation in Balochistan. Both these public sector exploration and production (E&P) companies suffered losses in terms of lives of their personnel and installation. This situation forced in particular OGDC to stop seismic and drilling operation in the province. The report was, however, completely silent over the issue. It did not give any idea if OGDC would enter Balochistan for drilling and other activities in a big way, or would keep on waiting for some appropriate time for it.

Actually I'm convinced that we're siting on huge oil and gas reserves and will atleast become selfreliant in near future.
Next year we'll start drilling in Balochistan, something we haven't done on large scale yet due some stupid agreement with Iran.
Makran coastal area is believed to have potential.

The controvercial deal was a personal agreement between Ayub Khan and Shah of Iran although neither governments have officially confirmed it. The deal was struck in 1958 for the duration of 50 years which will end by next year. :cheers:

OGDC gets exploration licence

ISLAMABAD, July 12: The government on Thursday granted petroleum exploration license to Oil and Gas Development Company (OGDCL) for Shaan (Block No. 3069-4). The Shaan block lies in Qila Saifullah, Zhob and Musa Khel districts in Balochistan (Zone II).

The OGDCL will invest an amount of $4.3 million during initial period of three years. The company will carry out geological and geophysical studies, geological field work of 350 line km, 2D seismic acquisition and processing of 200 line km and drilling of one exploratory well (contingent) during the initial term of three years.

The OGDCL is the largest public limited company engaged in exploration and production activities in the country for the last four decades. Presently, OGDCL is 100 per cent owner in twenty eight exploration licenses. In addition, it is the operator as well as working interest owner in 15 exploration blocks. It is partner in another six exploration blocks operated by other exploration and production companies.

The OGDCL is operating 40 mining and development and production leases and is partner in 32 non-operated mining and development and production leases.

The execution ceremony was witnessed by Amanullah Khan Jadoon, the minister for petroleum and natural resources, Mir Muhammad Naseer Mengal, the minister of state for petroleum and natural resources and Shaukat Hayat Durrani, the additional secretary petroleum and natural resources.

The licence and the petroleum concession agreements were signed by Ahmad Waqar, the secretary petroleum and natural resources, Mohamad Naeem Malik, the director general petroleum concessions, and Arshad Nasar, the chairman and managing director OGDCL.

PPL doubles production from Adhi field

KARACHI (July 19 2007): The production of gas, liquified natural gas (LNG) and crude oil has been doubled from Adhi field, being operated by the Pakistan Petroleum Ltd (PPL). According to a PPL report here Wednesday, the increase in the recovery of hydrocarbon products from this field is a direct result of the installation of a new LPG-cum-NGL plant, costing $21 million.

A Malaysian firm, Ranhill Engineer & Construction Sdn. Bhd has installed the new plant which has the capacity to produce 20 MMscf per day, 60 to 70 tons of LPG and about 2,500 barrels of natural gas liquid.

Adhi field is now producing 40 MMscf per day of natural gas, 130 tons of LPG and 4,500 barrels of crude oil. Managing Director PPL, Syed Munsif Raza said Adhi field had the potential to further enhance its production. PPL was currently conducting studies to explore the possibility of obtaining additional hydrocarbon reserves in the area, he added.

Pakistan was definitely pumping out gas from Baluchistan, i.e. what all the stories about not paying of royalty came from right.
 
Oil and gas sector attracts over $700 million during fiscal year 2007

KARACHI (July 21 2007): The oil and gas exploration sector in Pakistan attracted an investment of more than $700 million during the nine months of the last fiscal year 2006-07, up by 23.6 percent over the same period last year.

According to Economic Survey data, 46 wells were drilled during July-March 2006-07, of which 19 wells by the public sector while 27 by the private sector. Out of the total drilled wells, 19 are in appraisal and development phase, 5 of them in public sector and 14 in private sector.

During July-March 2005-06, the public sector had drilled 18 wells while private sector 23, making a total at 41 wells at an investment of $567 million. During July-June 2005-06, the total number of exploratory wells were 64, of which 30 were drilled by public sector and 34 by private sector.
