Statements from general secretariat represent only the opinion of secretary general and not that of the 57 member states as a whole.
Only statements from Islamic Summit followed by Council of foreign ministers represent the voice of OIC as a whole and only their Islamic summit resolution can be submitted to UN. Both have failed to pass any resolution on Kashmir in 25+ years.

All statements on Kashmir from OIC are from either the Secretary Gen or Contact group of Kashmir which has only 5 member states.

Pakistan has even stopped attempting to pass a resolution on Kashmir at the OIC Islamic Summit since 1994 when Iran vetoed it.

Further more OIC don't considers Kashmir as integral part of India but clearly say it is an occupied territory. This is another diplomatic defeat for India.
