Obama visit: Mega deals in defence, railways on the table

An American company is set to bag a Rs 30,000-crore project to build locomotives for the Indian Railways, a much-delayed mega-deal that is likely to be catalysed by the visit of President Barack Obama next month. The Obama visit is also expected to see the signing of the largest ever defence agreement between India and the US.

On the basis of technical bids, two US firms, General Electric (GE) and Electro Motive Diesel (EMD), have been shortlisted to set up the Diesel Electric Locomotive Factory at Marhowra in Bihar’s Saran district, one of which will bag the multi-billion dollar contract when financial bids are opened in December.

The company will build 1,000 mainline diesel electric locos — engines in which diesel is the prime mover — over 10 years, and provide maintenance support over a period of time in a public-private partnership with Indian Railways, with the latter holding 26 per cent stake.

The factory is estimated to cost around Rs 2,052 crore to build, with the cost of producing 1,000 locos and their maintenance likely to add up to another Rs 15,000 crore and Rs 10,000-odd crore respectively, said railway sources.

The Railways will provide the land, leasing it to the joint-venture company for around 50 years. The government had originally fixed November 30 as the deadline for selecting the joint-venture partner, and December 31 for signing the contract.

Diesel Locomotive Works (DLW), Varanasi, is currently the only supplier of diesel electric locos to the Railways. DLW manufactures around 150 locos annually, even as increased freight and passenger operations have been pushing up demand.

On the defence front, despite India’s reluctance to sign three ‘foundation agreements’ being pushed by the US, decks have been cleared for the signing of a mega contract to procure 10 C17 Globemaster III heavy transport aircraft through the Foreign Military Sales (FMS) route.

While the value of the deal will be revealed only after the formal signing, an official notification to the US Congress has revealed its potential value to be a massive $5.8 billion — well over double the value of the $2.2 billion deal that has been signed to procure eight P8I maritime reconnaissance aircraft, also under FMS, the government-to-government method for selling US defence equipment.

India is also likely to order an additional four P8I aircraft during Obama’s visit, pegged at $ 1.1 billion.

Another ‘feelgood’ deal that will be discussed during the visit is the procurement of nearly 100 GE 414 engines built by the US giant GE Aviation, to power the Light Combat Aircraft (LCA).

Defence Ministry sources, however, said there was no change of stance on the two defence agreements the US is pushing — CISMOA (Communications and Information Security Memorandum of Agreement) and BECA (Basic Exchange and Cooperation Agreement for Geo-spatial Cooperation).

While Defence Minister A K Antony told his US counterpart during his recent Washington visit that the agreements are being studied by various agencies, sources said there is stiff resistance from the armed forces, who see the agreements as being restrictive.

CISMOA is being sold as an agreement that will give access to high-end communications technology to India. “But the armed forces do not see any benefit in procuring all communications equipment from a single source. They want to diversify and not be dependent on a particular source for equipment that can be easily procured from a variety of nations,” said a top defence ministry source.

BECA is seen as being intrusive — signing the agreement would mean allowing US officials access to map sensitive terrain. While satellite mapping is not a concern, BECA would entitle US officials to use ground-based equipment to map out terrain.

One thing is sure America will gain a lot, what India will gain from Barack visit...

Such a huge deal for the railways. :woot:

Why I did not come across about this in the newspapers?

.
WHY THERE IS A HUGE RAILWAY DEAL WITH USA?
ARE WE GONNA END UP PUTTING A HUGE PILE OF MONEY INTO USA'S MOUTH?
WE CAN DEAL WITH GERMAN/RUSSIAN/JAPANESE FIRMS. THEIR LOCOMOTIVES ARE ALSO GOOD.

Samjha karo yaar. Dimak se kam lo. US ko ek stake deneka hain. Idhareich India mein.

If we make a RLY deal with US and if that involves Kashmir and Arunachal Pradesh, then US will have a stake in India and specifically in those regions. In case, China which nobody should ever trust, tries to create problem, US will have to come to our side. When US is on our side, China will never dare create problem for us.

Kaisa laga idea?

Obama and USA should not be trusted by India they are going to give Pakistan $2billion in military aid and expect India to sign various defence pacts in return. India should buy the Eurofighter as UK is a better friend then the yanks.

Apart from Pakistan military aid, I don't think India and USA came so close that we are depending on US so much for various deals. More need to be done by US. The main issues are UNSC, while apart from other countries Japan, Russia, UK, France, Germany, South Africa and even China supported little bit for UNSC permanent seat, US is surprisingly silent.

These deals may have some good implications as well, ie MRCA deal is out USA resulting EFT's win as French already bagged M2K upgrade, Scorpene and may be Maitri, P-17A etc.

USA has its own agenda called G2 and China has USA by the balls due to the FR it holds in $. If war broke out tomm between China and India, the US would not do nothing.

Then china would have taken Arunachal Pradesh away from us forcefully, if there had been no possibility of US involvement. China uses Pakistan and everyone knows it. I will prove that later by posting some links.I will remove china's masks. US is on our side and that is for sure. now, a RLY deal will further strengthen our alliance with the US. Don't think because of Pakistan, US won't be involved in any conflict between India and china.

What we arn't doing is making defense alliances with our Eastern neighbours such as Burma, Bhutan, Bangladesh. Look, no matter how much chinese govt propaganda department wants to display that Vietnam has normal relationship with china, actually majority of Vietnamese still remember Chinese double faced aggressiveness.

What we are trying to do here, is a part of our investment strategy for US. US invest in India, and we invest back, unlike China which only believes in one way investment.

This way you can ensure that our partnership remains on top and smooth for years to come. next time US cant complain that India is only taking jobs from us, Coz we are also creating jobs for them buy projects like this.

All these gifts are being showered on Yanks because.

bhaji we aren't necessarily showering anything on them. It's mutually beneficial business. after all they are helping us setup another manufacturing plant here providing tremendous direct and indirect employment to our people.

Talks are going on which is stating that Mr.Obama is going to make this visit an Historic one.... India is demanding more from his visit too.. India is striking deals at the right time.. If everything goes fine ... Most of the deals will go to US from now on... Even the Nuclear deal worth $100^9 will undergo some changes and US will clinch the major pie

i am looking for the shale gas agreement (ToT). india has huge potential in this.

Excepts:
Companies including Reliance Industries Limited (E&P), RNRL, and Genpact, have expressed interest in exploring for shale gas in India. Reliance Industries paid a reported US$1.7 billion for a 40% share in Atlas Energy's leasehold in the Marcellus shale gas play in the eastern US. A complication to shale gas in India is that the government-issued leases for conventional petroleum exploration do not include unconventional sources such as shale gas.
In August 2010, a delegation including the director-general of hydrocarbons and officials of the oil ministry is scheduled to meet in Washington with the US Geological Survey to discuss help in identifying and exploiting shale-gas resources in India. Basins of preliminary interest identified by Indian geologists are the Cambay Basin in Gujarat, the Assam-Arakan basin in northeast India, and the Gondwana Basin in central India.

India is working on it.
