Why just beaches? they should promote nudism all over the society. after all it saves lot of clothes that can better be utilized i.e. as bed sheets, cleaning cloths etc. Why to waste that on bodies.

This is for tourists. There isn't a nudist movement at the moment, I just read few weeks ago police had raid one beach party which leads to nude party at mid nights and the complaints of neighbours.

It's a just proposal, not sure they will get the approval. If they able to get approved some restrictions may apply. Government approved gambling few months ago claiming legalization helps to monitor all those of activities, and limiting those activities to specific area.
