Objectively speaking, I would not say that.
In fact, I think Putin had lost that bet, that's why he doesn't bother with nuclear sabre rattling anymore when their force gets bogged down (Like back in April) and his force is going nowhere now.
The key to the question is whether or not Russia will use nuke on or Ukraine. If you look at the posturing, there are no where Putin can go but actually use nuke in Ukraine had this thing escalated. Yet US and the West still escalating things. First it is NLAW and Javelin, then it's Ex Soviet Artillery and Armoured Vehicle, and now it's advance US and Western Equipment. Essentially, what the West did is the same as March, the only different is they are giving more and more weapon to Ukraine and giving them move advance weapon.
This will drag on the war for Russia, that's definite outcome number 1. Which is what Russia don't want to see, but were there anything Russia can do? Other than attacking NATO supply line and try to get those weapons when they flux into Ukraine, there are pretty much nothing Putin can do. And he is more or less accepted this is going to be the case, and that's why he doesn't bothered with threatening with nuclear weapon anymore.
You can only threaten to destroy this world a couple of time, anything more than that it started to lose its weight, it will gradually become North Korea when the nuclear threat comes daily.
