Depends on the tempo of operations and the theatre in question. If you are going to have 24/7 hyper tempo for 1 week, you will need at-least 3 AWACS for one theatre of ops + 1 on stand by for loss.

1 on station, 1 on ground undergoing maintenance and 1 replacement. In case of a loss, the stand by kicks in.

As for the Indian AWACS, yes, there is room. In a joint ops theatre, you will need air borne assets for monitoring troop and armour movements, co-ordinating communication, providing relays not to mention co-ordination of air assets.
