The Federal Board of Revenue (FBR) slapped an additional tax of up to 17% on unregistered industrial and commercial electricity and gas consumers.
In a notification released by the Ministry of Finance on Friday, the Revenue Division said: "In exercise of the power conferred by sub-section (5) of section 3 of the Sale Tax Act, 1990, and in supersession of its notification no SRO 509(1)/2013, dated June 12, 2013, the federal government is pleased to levy tax, on the total billed amount excluding the amount of federal taxes, in addition to the tax payable under sub-section (l) of section 3 of the said Act, on supplies of electric power and natural gas to persons having industrial or commercial connections."
However, the board clarified that the additional taxes will be collected from people "who have either not obtained sales tax registration number or are not on the active taxpayers' list maintained by the FBR."

Non-filers will be charged 5% to 17% additional tax on commercial consumer bills. An additional tax of 5% will be imposed on consumers with a monthly bill of around Rs10,000, 7% additional tax will be levied on consumers with a monthly bill of Rs10,000-20,000, while 10% tax will be imposed on no-filers with a monthly bill of Rs20,000 to Rs30,000.
The notification added that the revenue board will collect 12% additional tax from consumers whose monthly bill is within a range of Rs30,000-40,000 per month, 15% additional tax will be levied on monthly bills of Rs40,000-50,000 and 17% from consumers whose monthly bill is above Rs50,000.

نان فائلرز کمرشل صارفین کے بلوں پر 5 سے17 فیصد اضافی ٹیکس عائدکیا گیا ہے، ماہانہ 10 ہزار روپے تک کےکمرشل صارفین کے بل پر 5 فیصد اضافی ٹیکس لگایا گیا ہے،ماہانہ 10 سے 20 ہزار روپے کے بل پر7 فیصد اضافی ٹیکس لگےگا،20 سے 30 ہزار روپے کے بل پر 10 فیصد اضافی ٹیکس لگےگا۔
نوٹیفکیشن کے مطابق ماہانہ 30 سے 40 ہزار روپے کے بل پر 12 فیصد اضافی ٹیکس اور ماہانہ 40 سے 50 ہزار روپے بل پر 15 فیصد اضافی ٹیکس لگے گا، 50 ہزار روپے سے زیادہ کے بل پر17 فیصد اضافی ٹیکس ہوگا۔

Children studying in Expensive schools, colleges and universities, whose parents are non - Filers or their taxable income is not at par with amount of tuition fees they are paying for their children, should be dealt with strictly.

Schools and colleges, having Atleast 100 children / students enrolled, and all students, enrolled in universities, should only be allowed to give admission to children, whose parents are on Active Tax payers list and their fees should be uploaded on FBR and NADRA database, with CNIC and finger print authentication used to verify Individual tax IDs and tax profiles ONLINE, so that no discrepancy is found in taxable income and tuition fees for their children.

Govt clear failure to gather tax the right away its going for adhoc measures that will not work
 
It's action, but not really the right action.

If someone is making a ton of money and are not declaring it, they'll happily pay more for the cost of energy, because it's likely to be cheaper than having to pay proper tax.

If businesses are not filing tax, audit them, fine them and shut then down until they do. Put anyone caught doing tax fraud in jail. That is the most effective way - not gimmicks.
 
They need to add even more tax to this for non fillers. Make their life absolutely miserable.

I was shocked to see that when you are buying a new car, a non-filler is only paying 27,000 PKR more (According to Pakwheels on-road price calculator on a City). It is a disgrace to see for us filers and makes our hearts burn when so little is required of them to pay on such an expensive item.
 
This actually is hard to enforce but if one doesn't file tax then that person has no right to criticize the country or the state. Because that person has no stack in the country. If one find a person criticizing the country, he should be asked did you file your tax. If not no criticizing.

Problem is pakistani govt think and people that non tax filing is like a parking ticket and is voluntary when its not
So instead add hike taxes why not simply arrest and prosecute them??
Arrest 100 rest 100,000 will file the next day

Nothing is stopping PMIK from implementing what you suggest here.
 
Logic is that if I pay my tax then I will care how its spent for example if that money spent on roads, metro or
healthcare, education. Money is given to sugar industry as subsidy or given as tax break to company who wants to open a cellphone manufacturing plant in the country. One option gives you benefit today and other gives you in the future. That's how the decision is made to whom one should vote for and then you hold that person accountable.

There is a limit to what govt can enforce with a stick. If no one is paying taxes then govt can't hit everyone with a stick. But if certain group of people don't pay tax then govt can hit them with stick.
When everyone is not paying taxes then it should socially encourage or discourage.

What do you mean by non-filers? Are there people who don't file their returns like they are pretending to be not in the tax bracket? Or they are simply tax evaders who don't show their income completely?
 
Are all non-filers tax evaders? This looks like a purely bureaucratic step which will only make life miserable for a lot of people while providing marginal benefit. Whether this will even pass legal challenge is another matter.

1 . 99 percent tax filers declare ZERO income and hence pay no income tax

2. 99 percent tax filers just give their lawyers some fees, their bank statement , the lawyer make debit /credit zero and shows 0 income in the return and the name of individual is included in the ATL list - voila !

3. a non filer may not declare his income altogether, but he pays this penalty anyway by paying higher indirect tax .

the real culprits are the lying FILERS who declare 0 income and get their name included in ATL

ISLAMABAD: Of the total 2.743 million individual taxpayers, around 1.004m or 36.6 per cent taxpayers paid no income tax in the tax year 2018, the Federal Board of Revenue (FBR) data showed.

Even though all of these individuals filed their income tax returns, they fall under the non-tax bracket where their declared annual incomes are less than Rs400,000. In the case of association of persons (AOPs) 29,480 or 45.82pc are return filers, but paid zero income tax as their declared incomes fell below the taxable limit.

you will be shocked on a lot of things

one of my friend owns two petrol pumps in lahore - he told me Iranian petrol is easily smuggled to Lahore and pumps routinely sell it since its available for a discount

are you interested to know who allows this smuggling racket to work interrupted ?




filer / n filer is a trivial issue sir !
