New taxes expected in coming budget

I think you don't know the law, they are under no obligation to file a return. --- Poor filing or not filing makes no difference, the difference is the elite+ mafias --- I think all you who are after poors to file returns must change your priorities and campaign for elites to file return and pay taxes.

Every Pakistani should do it. Why just target an elite if his income is legal and halal? And discourage others not to become like him, and stay poor?

This is how i think, many mafia people claimed they are poor but they were getting money and spending it. If a jobless target killer with 0 income is purchasing high end phones and luxury cars, there should be something that could alert authorities.

And you are not getting point. Law should be same for all doesn't matter you are rich or poor, illiterate or PHD. There shouldn't be any exception like in case of filing returns you want exemptions for housewives, uneducated and poor. Same way penalty for not filing returns should be for all irrespective of their social status, education or gender. When you make exception, you open backdoors.

because it's the elites who are the problems, they don't pay taxes and as a result brave Pak govts tax the poors through indirect taxation.

Half of the current tax filer are already salary person
Like out of 20lac we have more than 10 lac as salary person, then some percent as females and remaining is business import/export mandatory to be registered their company by chamber of commerce otherwise they wouldnt register.

No, Half of filers are not salaried persons. Salaried tax filers are less than 300K, you can check yourself by downloading ATL from fbr.

IMO it should be increased further, and gasoline prices should be increased to bring them to the level of other countries. Currently gas price in Pakistan is just 0.67$, while oil rich KSA has 0.57$, US at 0.71$, India 1.07$, China 1.03$.

You want to transfer responsibility of returns to husband, what if wife is also earning which isn't uncommon? What if couples are not on good terms and are separated? What if wife refuse to acknowledge the assets which husband show on her name? It will make things more complex.

Again, we are back on square one. How state will know that someone falls in taxable slab or not? When you are leaving the choice on people, then why you are complaining that people are using this backdoor to evade taxes?

the problem is that our petrol prices are constant for big cities in which rich people live and in small cities where public is poor so increasing prices for all badly affects poor public
That is the average price in india. I'm sure you know how average is calculated.

This is where IT guys can come forward, they can develop some kind of app or software, they can earn money while poor people can file taxes for free.

Like I said, residential consumers should pay. If they cant, they should use bicycle or public transport. Industries should get stable price as they are the ones providing jobs and maybe exporting.

Imports has to be cut down, and oil eats up huge chunk of our forex/reserves.

im saying in favor of local manufacturers. a corolla grande costs around 3.7mil with all things included which is ridiculous. Pakwheels experts like Suneel Munj are saying the same to remove 10% FED

Although FBR have created shorter version of return filing but yes it's still not easy for layman and I do support the demand to make it more easy for common people so that they can do it without need of tax consultants. In fact there should be simple questionnaire based app asking questions and file returns.

Again! first educate yourself on the matter related to taxation before arguing for the sake of it. Those rehri walas and so called labour class is actually making more fuckin money than an MBA doing 9 to 5 job. For e.g masion is earning 1500 per day and these guys dont do holidays so imagine you work for 26 days makes you 39000 but you are not paying any taxes why because Labour ha....why? Where as an average degree holder doing a job of 35000 is paying tax. Why?
And being educated or not educated has nothing to do with filing your tax return. Even educated guys dont file their tax returns on their own, there are people for that.
What the government however needs to do is to provide assistance to such class to facilitate them.
But whoever earns by whatever means irrespective of which class needs to be part of the system so that everything can be traced.
Why should people pay taxes when government openly waste people's hard earned money. My heart cries when I see my money wasted on metro brt bridges in Karachi. Billions and billions are wasted on this project when a fraction of that amount would have karachi's traffic issue if properly used.

Just search how much % of it they import. Assembling in Pakistan does not mean they are manufacturing here, it is a failure of govt and also the managements/partners of Honda and toyota and suzuki, that they failed to make a single company that manufactures automobiles in pakistan.

People should not purchase a corolla for 3.7 million, see how soon they will be forced to lower their price or introduce an option which cost less.

Government accounting should be open on internet and everyone could see it (exept security and sensitive organizations of course). Remember that in democracy government is answerable to the public, its not the other way around

Pakistani people should use an important acronym whenever some politician says "factories, assemblies etc"....they should enquire about the MVA (manufacturing value added).

MVA is the crucial thing w.r.t manufacturing broadly. You can have a large factory that looks good on brochure....but whats the real point if the country imports 99% of what goes in and adds just 1% in value of the final product (say final labour SKD assembly) before sold in Pakistan?

Pak people should put pressure for more MVA. Where it is 1%, push to get it to 5%. Where its 5%, push to get to 10% etc..

Start the incremental expansion backwards along the economic chain of MVA....rather than accept status quo sold to you by politicians and oligarchs...and their dirty lie that Pakistan just needs "more" factories and "more" loan-fuelled infra. Its a question of improving quality/depth of existing factories rather than going for more 1% addition (or even 0% addition) factories.

Every little bit of educated pressure will help mightily in creating genuine investment and more honest economy.

According to a report submitted by FBR in the parliament, there are only 1.074 million people who pay taxes out of 220 million Pakistanis, which is less than 1 percent of total population. The total number of filers is 1.6088 million who submit their tax returns and more than half number of them belong to salaried class.

The report further stated that in tax year 2008, as many as 7,68,173 persons submitted their returns, while only 4,77,896 persons paid the taxes, while 2,90,227 persons filed zero tax. Likewise in 2009, as many as 8,55,389 filers filed tax returns and only 5,26,867 individuals paid taxes, while 3,28,522 filed no tax. In 2010, a numbers of tax payers slightly decreased as the FBR received 8,26,559 tax returns but only 542,406 were the real taxpayers, while 2,84,153 paid nothing.
