To be a Muslim , Yes there is no need for that , but to be a Pakistan is a must .. A non Muslim is as much as Pakistan as a Muslim is if he is Pakistani .. there are many Non Muslim General in Pakistan , so i don't see why not a ISI Chief can be a Non Muslim ?

as for Hafiz Quran its good thing for one to memorize the Quran but it does not effect the job he is dedicated to do .. You need to be Sharp , Intelligent , with good communication and leading skills . Not a Hafiz Quran or panjh waqta Namazi ..
