This is what happened.

During the Xinhai Revolution in 1912, outer mongolia declared indepence under the Bogd Khan and the feudal princes with the Russian empire's support. However Russia agreed to not recognize them as independent, but just as an "autonomous region" of China. This Mongolian state had nothing to do with the later, pro Soviet state.

In 1915-1916 while Russia was busy with World War I, President Yuan Shikai persuaded the Bogd Khan and the feudal Mongolian princes to rejoin Mongolia to China and sent them gifts. However, Yuan Shikai died after he tried declaring himself emperor and then the warlord era began.

The Bogs Khan and the mongol princes then decided not to rejoin China. The Anhui warlords then decided to invade Mongolia and they did and seize the entire country by force, making the Bogd Khan submit to their rule. Mongolia then came under the control of the Anhui warlords.

The White Russian General Baron Roman von Ungern-Sternberg then decided to invade Mongolia while Russia was in the civil war between the White Russians and Soviets. The Anhui warlords were driven out and Baron Ungern Sternberg ruled Mongolia as a dictator with the support of the Bogd Khan.

The Soviets won the civil war in Russia. Then the Soviets and pro Soviet communist mongols invaded Mongolia in 1924 and drove Baron Ungern Sternberg from power and executed him. The Soviets then installed a pro Soviet, communist outer Mongolia People's Republic, and executed all the Mongolian feudal princes and monks.

All this happened up to 1924. Since 1924, outer Mongolia was in the grip of the Soviets.

The Beiyang government asked the warlord Zhang Zuolin to take back outer Mongolia from Baron Ungern Sternberg, but he pussyfooted and refused to do it. Zhang had the soldiers available to fight but he didn't want to waste them on Mongolia because he considered it a wasteland, a few thousands of well trained soldiers could have expelled the Baron.

The Beiyang government was stupid in asking Zhang to do it, because one of the Ma warlords controlled Suiyuan and Ningxia and he could easily have pulled off the invasion.
