KABUL: Gen David Petraeus, the new US commander in Afghanistan, has scrapped his predecessor's plan to secure the southern city of Kandahar.

He has decided a full-scale military encirclement and invasion – as American troops had done in Iraq's Fallujah – was not an appropriate model to tackle the Taliban in the southern capital.

Gen Petraeus's decision to revise the entire strategy comes just weeks after he arrived in Afghanistan following the abrupt dismissal of Gen Stanley McChrystal for insubordination.

Gen McChrystal had planned a summer conquest of the Taliban in Kandahar to reinvigorate the battle against the Taliban.

But the operation has been repeatedly delayed by concerns that it would not adequately restore the confidence of city residents in the security forces.

Gen Petraeus is reported to believe that the operation must be a broad-ranging counter-insurgency campaign, involving more troops working with local militias.

The plan he inherited was criticised for placing too much emphasis on targeted assassinations of key insurgent leaders and not enough on winning over local residents.

Richard Holbrooke, the US special envoy to Afghanistan and Pakistan, said yesterday that the US-led strategy in southern Afghanistan was undergoing sweeping changes.

"Kandahar is not a military operation like Fallujah," Mr Holbrooke said. "We have Gen David Petraeus looking at the plan, scrubbing it down, looking at it again."

President Hamid Karzai has bolstered Gen Petraeus's efforts by agreeing to a US proposal to pay defectors from the Taliban to form local defence militias.

Mr Holbrooke, who oversees the civilian component of the American campaign in Afghanistan, has been described by Gen Petraeus as his "wing man" in the effort to reverse Taliban gains.

He said that the changes of strategy in the area also included a decision not to destroy poppy crops this year, an action that had in the past "driven" farmers into alliance with the Taliban.

He also said that the Afghan police force in Marjah – which now numbers 60 – could not yet replace thousands of US Marines. Efforts to stabilise Helmand's Marjah have been bogged down by stronger resistance.

Gen Petraeus recruited prominent military experts who assisted him in the surge of forces that brought stability to Iraq.

Stephen Biddle, a military strategist at the US Council for Foreign Relations, coauthored as suggestion that the US would be successful in Afghanistan if it could set up a strong local government in places like Kandahar.

Defections from the Taliban are crucial to the goal of ending the war within four years but Mr Holbrooke said only insurgent groups that had split with al-Qaeda, and willing to work within the framework of the Afghan constitution would be approached.

More effort was being put into recruiting local allies on a district by district basis.

"The reintegration policy is the key to a successful counter-insurgency campaign," he said. "As for reconciliation, it's out there somewhere. We've talked about it. The US will support Afghan-led reconciliation and by that we mean we need to know what's going on. Not much is going on now, and nothing is going on with the United States."

Mr Holbrooke said Pakistan had dramatically increased its co-operation with the US in the battle against the Taliban but he criticised Islamabad's continuing support for the Haqqani network of insurgents.

"Without Pakistan's participation, this (Afghan) war could go on indefinitely," he said. "There's much more co-operation at every level

"But I don't want to mislead you, it is not yet where we hope it will be. What we talk about is the Haqqani network. Let's be very specific. It's a real problem."

And oh the integration policy as claimed by yankees so why Pakistan should be stopped from integration policy

the sad part is we won't hear hours and hours of never ending debate on:

A) allowing Poppy crops to be grown this year

B) USA reconciliation with Taliban!

by media all over the world or by india & indians! BUT we will have hours and hours of debate on why PAKISTAN IS TWO FACED in WoT! & why isn't pakistan doing more!

Where did the poppy cultivation come up, all he is talking about is reintegration under the new Afghan rules and with full knowledge of America??

Read the bold part where Peterus says US will not destroy POPPY FARMS.

Just send innocent and peace loving people to one side(as pakistan did in swat) and bomb all other areas of Afghanistan :hitwall:

:oops: sorry missed that. Well nothing can be done in this aspect if USA decides so. Also it makes sense because if the livelihood of farmers is taken away then they will join Taliban right. Though deplorable i think keeping in mind the larger picture this has to be excused. :undecided:

Poppy cultivation was allowed in Vietnam too, Since it was realized that the local farmers had no other alternative for a cash crop and a way for the US military to keep local leaders happy.

FOR USA morality has a complete different meaning!! ahhh the benefits of being a super power!! wonder if any other country wished to follow such policies the USA would have imposed sanctions and god knows what else!

This issue of poppy cultivation is rather misunderstood -- it is in reality Opium economy - that is to say the economy in afflicted areas is based around poppy cultivation, processing and trading.

In the last 15 years, traditional mechanism for accessing credit - rural economy run on credit - has been transformed, such that the only crop that a small farmer and more generally sharecropper, can get credit for is poppy - opium itself has become a currency, if you will.

Can this be changed? Yes, sir it can, but it takes international political, that is a huge question mark because getting unity of effort and command in a international melieu is not only difficult, it is sometimes impossible -- the internal markets have crashed and the economy is more and more a cash economy - the ordinary sharecropper, small farmer has had to diversify the methods and sources by which his family can survive -- how can this situation be effected positively?

First Afghanistan needs good relations with her immediate neighbors - to tranfrom the economy from opium to other cash crops requires markets, Pakistana and Iran provide those immediate markets - which in turn requires basic processing so that produce is not stuck at the border or rejected due to a lack of health certification, road networks to deliver the produce to regional "mandai" (mundi for urdu and hindi speakers - the Mandai in Laghman is an example) but ofcourse all of this requires thathe US policy begin to see how Afghanistan is already integrated into the economies of it's immediate neighbors - everyday, ordinary people risk being killed or labeled "terrorist" by crossing the borders on both sides looking for work - entire smuggling networks which real or genuine terrorist exploit have arisen seeking to provide a "service".

Alternate crops and alternate livelihoods is certainly the way out, but this is a rather difficult proposition - it may work well in areas surrounding urban centers which offer cash employment in the surrounding areas, but in deep rural areas, it is next to impossible - even cash for work problem and funds commanders can spend on discretion are not a long term solution - after all, everybody wants a self sustaining Afghanistan -- this is only possible when Afghanistan is at working overtime building friendly relations with it's neighbors.

I have mentioned this in several posts, we are now coming to the 10 year mark of US/NATO presence, failure to tranform or at least set it on a course in which it can transform, is now a existential imperative - and this is important not just for the reputation and standing of NATO but the security of both Iran and Pakistan - today, there may be a population 30 million - and it is struggleing - with household averaging 7 to 9 members (decreasing infant mortality) and facing difficulty surviving, what will happen when this population is 50 million in a blink of the eye? Where will this desperate population go?? Will the immediate neighbors be able, even if there was political will to allow them entry, to absorb even the movement of 2 or 3 million??

Much is sometimes made of a new merchant class - this is without a doubt the result of US/NATO infusion of funds into the economy - hope is pinned on the notion that this class will lead Afghanistan out of the mess, but this class survives and thrives because it is not hostile towards either side, they play well with the govt and the insurgents - and so it is difficult to conclude that we may pin our hopes on this class.
