LAHORE: The Pakistan Muslim League-Q has accused Punjab Chief Minister Shahbaz Sharif of putting pressure on Hamesh Khan, former chief of the Bank of Punjab, to become an approver against former chief minister Pervaiz Ilahi, and of also seeking a Rs500 million ‘unsecured’ loan for his sons.

Addressing a press conference on Sunday, PML-Q chief Chaudhry Shujaat Hussain said PML-N leader Nawaz Sharif and Shahbaz Sharif had been trying for six months to implicate his family in the BoP scam and their rhetoric had intensified after Hamesh’s extradition.

PML-Q’s information secretary Kamil Ali Agha read out a statement submitted by Hamesh’s attorney to the US State Department during proceedings for his extradition to Pakistan. Copies of excerpts from the statement were given to reporters.

Chaudhry Shujaat said the statement showed that the chief minister, former chief secretary Javed Mahmood and the Sharif brothers’ finance manager Usman had put pressure on the banker to sanction a loan of over Rs500 million for the business of Shahbaz’s sons and to become an approver against Pervaiz Ilahi.

The PML-Q chief refuted a perception that the former chief minister and his son Moonis Ilahi had left the country because of fears that some disclosures made by Hamesh Khan might lead to their arrest.

However, a TV channel quoted PML-N information secretary Ahsan Iqbal as saying that had there been any truth in the allegations Pervaiz Ilahi and his son would not have left the country to save their skin.

According to Hamesh Khan’s statement, Shahbaz Sharif’s sons Hamza and Salman approached him in early 2007, when Pervaiz Ilahi was in power, to acquire a loan for their sugar mills. The request was denied by the BoP’s credit risk management department because of their previous defaults with the bank. The Sharif family’s finance manger threatened Hamesh with ‘dire consequences’ for rejecting the request.

Immediately after coming to power, Shahbaz summoned Hamesh and his sons again made the request for loan, reminding the banker that “this was his opportunity to make up for his previous refusal”.

Hamesh Khan said he again refused and did not agree even to extend the facility to the mills the Sharifs were aspiring to purchase, citing his bank’s policy limits.

He alleged that Hamza and Salman had conveyed to him through their manager that his uncooperative attitude and the leaking of the news would cost him his ‘health and career’.

The threat was repeated thrice, and once it was conveyed through the banker’s personal secretary at the time, Mujeeb Khan, he alleged.

He also alleged that at a meeting at the chief minister’s DHA residence he was asked about Pervaiz Ilahi and his family’s dealings.

Hamesh Khan said he had told Shahbaz Sharif that “there were no bad dealings, including the Haris Steel scandal which had nothing to do with the former chief minister”.

According to him, Shahbaz got infuriated and told him that his ‘uncooperative’ attitude could lead to ‘unsavoury’ circumstances.

The banker said the chief minister sought his support as an approver against Pervaiz Ilahi and other leaders and the then chief secretary was also used to put pressure on him.

Javed Mahmood told Hamesh that “his cooperation as an approver was both expected and required” and that “his family would regret his decision not to cooperate,” the statement said, alleging that the same night police raided his house without any warrant or charge-sheet.

A deputy inspector-general of Punjab police phoned Hamesh’s wife, saying “either you present your husband or we will register false cases against him in every police station”, it alleged.
In a statement issued later, Senator Pervaiz Rashid of the PML-N alleged that the leadership of the PML-Q, including Pervaiz Ilahi and Moonis Ilahi, had ruthlessly spent the money of the bank during their rule and caused an irrevocable loss to the country. “Now after the arrest of Hamesh Khan, both of them have fled the country,” he alleged.

He said the case against Hamesh Khan was registered only after the State Bank had taken notice of the matter.

He said the PML-N had demanded that the names of Pervaiz Ilahi and Moonis Ilahi be put on the Exit Control List.

Regardless of the nature of the involvement of the Sharif brothers, the BoP scam needs to be tackled.

It seems to me that the Chaudharies, especially Pervaiz Elahi is in some serious trouble and is looking to distract the media from focusing on his role in the whole issue.

Because Pervaiz Elahi is making that statement and trying to do some pre-emptive damage prevention for Hamesh Khan will most definitely bring down the Chaudhris with him.

Full Text of Hamesh Khan’s statement to US State Department provided by PML-Q

In early 2007, when Chaudhry Pervez Elahi was the chief minister of Punjab and Shahbaz Sharif had not yet been elected, Shahbaz’s two sons, Hamza and Salman, had approached the Bank Of Punjab (BOP) and Hamesh Khan personally to acquire a loan for his sugar mill business. The loan was denied by BOP’s Credit Risk Management Department because of the brothers’ previous defaults with the bank. Later, Khan was threatened by Sharif’s sugar mill business’ General Manager of Finance Usman, on behalf of Shahbaz brothers, that he would have to face ‘dire consequences’ for rejecting the loan request. The bank nevertheless denied the loan.

Shahbaz came to power after the February 2008 elections and quickly summoned Khan for a meeting with him, his two sons and Usman for obtaining a Rs 500 million-loan from the BOP so that their Ittefaq Sugar Mill could acquire a sugar mill owned by Chaudhry Munir.

Khan was told by the Sharif party that this was his chance to make up for his previous loan refusal in 2007. When Khan informed Sharif that he could not provide them with an unsecured loan for such a huge amount, he was told by the Sharifs to make the loan directly to Munir’s sugar mill instead, which would constitute their payment to Munir for the sugar mill. Khan again denied their request because Munir’s sugar mill had already maximised its credit with the bank and bank policies could not permit a loan directly to Munir’s mill. Khan was then ordered by the Sharifs to find another bank to accommodate their request. Khan recommended Bank Islami to the Sharifs but advised the bank to conduct its own due diligence in lending the loan.

Usman brought a message from Hamza and Salman to Khan, which stated that his uncooperative behaviour and his leaking of the news in the market was going to cost him his “health and career”. The threat was repeated thrice, andonce also through his then personal secretary, Mujeeb Khan. At or about the same time, Khan held two separate meetings with Shahbaz at his house in S Block, Defence Housing Authority where his son, Salman was also present. Khan’s driver, Ghulam Rasool and his secretary, Mujeeb Khan, were witnesses to this meeting. At the meeting, he was asked about Elahi and his family’s dealings. Khan had duly informed Shahbaz that there were no bad dealings, including the Haris Steel scandal, which had nothing to do with Elahi. Shahbaz had been furious at Khan at both the meetings and had said that Khan was not “cooperating”, which could lead to “unsavoury” circumstances. He categorically sought Khan’s support at these meetings as an approver against former leaders such as Elahi as well as his support in securing the loans mentioned above. Khan was asked to leave and was told that the chief secretary would visit him to see if he was ready to cooperate or would continue hurting his “life and career”.

Chief Secretary Javed Mehmood summoned Khan and conveyed Shahbaz’s and his family’s anger over Khan’s lack of cooperation and once again warned of “dire consequences”. He again, unequivocally asked Khan to be an approver against Elahi and his son. Khan categorically responded that he could not lie or fabricate facts against an innocent party. Khan was told that his cooperation as an approver was both expected and required or Khan
and his family would
both regret his decision.

During the night, the first of the several raids occurred at Khan’s residence without any warrant or charge sheet. The details of that event are recounted in his pleadings to the Supreme Court of Pakistan and the Lahore High Court. (See Attachments 12 and 13). The Deputy Inspector General (DIG) of the Punjab Police contacted Khan’s wife via telephone and told her “either you present your husband or we will register false cases against him in every police station”. When they could not locate Khan, the DIG ordered late night raids on Khan’s mother-in-law’s home and also took Khan’s uncle into police custody in an attempt to pressure Khan. The Senior Superintendent of Police (SSP) also spoke to Khan’s father, who was in the United States at the time, and told him that he had personally been asked to arrest and interrogate Khan.

Khan’s father had replied, “I wish you had done that because you have the reputation of being an honest officer and we all want the truth to come to the fore”.

“They are not interested in the truth. I was given predetermined statements that I was supposed to coerce Hamesh to agree to.”
