You and everyone else love to point out to wealth, quality of education, resources, equipment, etc. But you leave the most important indicator, the quality of life. China wont get that no matter how much you try. Allowing many different nationalities to live in China (To the scale in America) is something the Chinese govt wont ever allow to happen.
If you did not know, universities in Hong Kong offer very generous pay packages, and even a few Bangladeshi professors/assistant professors have joined numerous universities in Hong Kong. For most intents and purpose, Hong Kong is as developed as the West, perhaps more developed in some ways related to international trade and finance. If the PRC government could somehow lure its Chinese expatriate population back to China with a conditional offer to live in Hong Kong or some other developed part of China, then those expatriates would not feel the need to leave China for 'greener pastures' (that offer higher standards of living).
You're right, we actually do that. Come to any University in Hong Kong, they are all filled with the best and brightest students from the mainland.
The University of Hong Kong is actually the best ranked University in Asia.
And we definitely encourage any mainland students who are thinking of leaving the PRC, to come down to HK instead. That way, they can leave the mainland and feel like they are able to unlock their full potential, without having to leave China.
