Because they were caliphs and caliphate becomes highest political authority - it's not about power or wealth

This tribute wasn't in a traditional sense of tribute of week state giving tribute for protection

It was more of recognizing thier relgious authority and in return caliphate giving them politcal recognition in the Islamic world, everyone can claim to be a caliph but usually to fit the criteria one needs to be in control of holy cities, have a powerful millitary and economic strength

Not every powerful state can become a caliphate nor can anyone who just holds the holy cities become a caliphate

One needs to be both in order for it to enjoy the privileges of a caliphate
