Neither we bought the people to task who burnt the train or burn properties in Kashmir. This is a new trend which has started now.

Everyone does that. Just recently, a protest by Hindu organization turned violent and loss of public property was compensated. Nobody made a big news of it. Either the political party heads behind the violence or the individuals who were identified was forced to compensate thanks to the cameras.

Sabarimala temple protest in South India, which followed a strike, and protest, damage to public property. More than a thousand people were arrested. Cases are still on going. Link

Before that, Hindu Jat protest, 13 people who went on rampage were shot dead many were arrested still case running. Link

I don't remember of any case where rioters were penalized monetarily for damaging the public property. Infact the government awarded 10 Lakhs each to those who were shot dead by Police. Private properties that were damaged were also compensated. Below are a few excerpts which support my claims.

The Haryana government on Monday decided to give full compensation for the damage caused to private property in the state during the violent Jat reservation agitation.

The cabinet meeting was informed that Haryana Roadways suffered a loss of Rs.15 crore as 33 buses were set on fire and 99 buses were damaged.

"The state government also decided to give an ex-gratia of Rs.10 lakh to the next of kin of those innocent people killed in the ongoing agitation and employment to a member of the family of the deceased. Also, no false case would be registered against anyone," Haryana's Parliamentary Affairs Minister Ram Bilas Sharma announced here.

Hindutva goons regularly go on rampage destroying public property. In the recent past, Karni sena extremists went on a rampage burning and attacking school buses over a fictional movie been their subject of attention. And you wouldn't have seen these Sanghis paplus moaning over loss to public property back then.
