Sadr's Mahdi army melted away around 2008 when the ISF supported by the US cleared Basra from his militia (Battle of Basra). Him eventually having stopped targeting US forces was simply due to his loss of grip as he acknowledged Baghdad gov forces took the upper hand and he started operating within the gov mechanism meaning negotiations to have the US leave became a diplomatic matter.

Simpler said; Sadr accepted that the by US recognized Baghdad gov took the upper hand. Then all his anti-US rhetoric shifted from an armed struggle to a political war, which it still is today in a lesser extent as he seems to have taken a more nationalistic stance.
