Whatever your personal views above, the question in this thread is whether Pakistan's foreign policy is more effective in serving its national interests than what its size would lead one to believe (the concept of punching above one's weight).

Pakistan's foreign policy is pegged to the dominant power of it's time, first the British, then the Americans and now transitioning to Chinese. It gives an impressions of independence through petulant musings of it's many a officials, but it is not in reality.

In other words, Pakistan's foreign policy is drafted in US DoD, form where it is tranferred to GHQ Pindi, whence it trickles down to the underlings in the political/bureaucratic class.

Incorrect. Pakistan makes its own foreign policy to serve its own interests as it perceives them. Clearly.
