Dear little Moor, A leader of any country is free to speak in any language they know around the world.
When Obama came to address university students in Delhi, he didn't speak in Hindi, which should be the norm.
When dignitaries come from across the world whether diplomatic engagement or not, they announce what language they will choose to speak to address someone and accordingly arrangements will be made.

No world leader goes around the world giving public rallies in an alien language. In Tamil Eelam, Sinhala politicians deliver in English not Sinhala but one cant expect a Hindutva leader to imbibe such cultural sensitivity
