These days 2 billion is not that much money for BD.

‘ভারত কোনো ধরনের শর্ত ছাড়াই বাংলাদেশকে দুই বিলিয়ন ডলার ঋণ দেয়ার ঘোষণা দিয়েছে। আমরা আমাদের মত করে যেভাবে চাই, সেভাবে এই অর্থ ব্যয় করতে পারব’, বলেছেন প্রধানমন্ত্রী শেখ হাসিনা।

এই অর্থ দিয়ে বাংলাদেশ কি বিশ্ব বাজার থেকে প্রতিযোগিতামূলক দামে প্রয়োজনীয় জিনিস কিনতে পারবে?

না, কিনতে পারবে না। মোট ঋণের পচাত্তর শতাংশ অর্থ দিয়ে প্রয়োজনীয় জিনিস কিনতে হবে ভারত থেকে। এমন নয় যে, সেই সব জিনিস শুধু ভারতেই পাওয়া যায় বা পৃথিবীতে শুধু ভারতই তৈরি করে।

মান এবং দাম যাই হোক না কেন, কিনতে হবে ভারত থেকেই। দামও নির্ধারণ করবে ভারত। ১০ টাকার জিনিসের দাম ৩০ টাকা নির্ধারণ করলে, সেই দামেই কিনতে হবে বাংলাদেশকে। না কিনলে, ঋণও পাবে না।

এমন ঋণ আগে বাংলাদেশ অন্যান্য অনেক দেশের থেকে নিত। অনেক সংগ্রাম করে সেখান থেকে অনেকটা বেরিয়ে আসতে সক্ষম হয়েছিল বাংলাদেশ। যদিও এমন কিছু ঋণ এখনও চীন এবং দক্ষিন কোরিয়া থেকে নেয়া হয়। ভারতের থেকে এই ঋণ নিয়ে বাংলাদেশ আবার পেছন দিকে হাঁটতে শুরু করল।

আপাতদৃষ্টিতে এ ধরনের ঋণে সুদের হার অনেক কম থাকলেও, নিম্নমানের জিনিস কয়েকগুণ বেশি দামে ঋণ দেয়া দেশটির থেকে কিনতে হয়। ফলে সুদের হার আর নিম্ন থাকে না, অত্যন্ত উচ্চ হয়ে দাঁড়ায়।

শেষ বিচারে তা ঋণ গ্রহণকারী দেশটির উপকারের চেয়ে অপকারই হয় বেশি। কারণ জনগণের অর্থ থেকেই এই ঋণ শোধ করা হয়।
