LAHORE:The Pakistan Railways is going to invite international tenders for the Main Line-One (ML-1) project on September 12. The ML-I is one of the major projects under the multi-billion dollar China Pakistan Economic Corridor (CPEC).

“We are going to open the international tenders of the ML-1 on September 12. It is good news for the Pakistan Railways,” Minister for Railways Sheikh Rashid said at a press conference in Punjab’s provincial capital on Saturday.

He said the railways management will simultaneously initiate the publicity of this mega project which it believes is the only way to revive the ailing public sector corporation.

The framework agreement for ML-1 was signed on May 15, 2017 during the visit of Pakistani premier to China. Since then the railways management had been eagerly waiting for the project’s final approval which the Executive Committee of the National Economic Council (ECNEC) gave on August 5.

The price of the ML-1 project has been downward revised to $6.8 billion. Earlier, the project cost around $8.2 billion. The entire ML-1 covers a 1,872km track and includes laying a new track and upgrading the previous one to ensure 160km per hour speed.

It also includes rehabilitation and construction of bridges, provision of modern signaling and telecom systems, conversion of level crossings into underpasses and flyovers and fencing of the entire track
It is expected that once completed, railways passenger traffic will be doubled which currently stands at 50 million on this track.

“We will do our best to act as per the orders of Chief Justice of Pakistan Justice Gulzar Ahmed who directed the PR to complete this work,” he added.

The KCR project is also included in CPEC mass transit’s section and it is expected that the prime minister will announce complete rehabilitation of the KCR under the Karachi Rehabilitation Project.

The minister said the Pakistan Railways is also ready to dispatch imported wheat. “There are some technical issues which are yet to be resolved soon in executing this particular project. Hopefully those will be resolved and railways will be used as a mode for transporting for imported wheat.”

He said the railways will also provide its services for transporting the newly introduced Euro-5 fuel.

“We do have the containers to transport this new fuel to different parts of the country. Railways infrastructure will be used for this purpose which will be a win-win solution,” he added.

Pakistan Railways to invite bids for CPEC mega project

The Pakistan Railways (PR) will soon be opening bids to tender for the completion of the country’s first and biggest transport sector project —Main Line-1 (ML-1) costing $6.8 billion.

Invitation bids are expected to be made public from September 12 as bidding documents have been finalised.

The n project titled “Up-gradation of ML-1” has been divided into three separate packages —Nawabshah to Rohri / Sukkar, Multan to Lahore & Walton Academy and Lahore to Lalamusa & Kaluwal to Pindora sections.

The Railways Ministry will seek expression of interest for up-gradation of the aforementioned packages of the ML-1 in EPC (Engineering, Procurement & Construction) mode from eligible Chinese firms on the basis. Details on the financing arrangements are still unclear. The invitation for bids simply says the “project will be funded under CPEC financing arrangement through a loan from Chinese Financial Institutions and partly funded by Government of Pakistan.”

“Under the framework agreement signed between the People’s Republic of China and the Government of the Islamic Republic of Pakistan, only Chinese companies/consortia are eligible to participate in the bidding process, the invitation reads. The PR has also set a deadline of October 22 for submission of bids for the project.

The ML-I project was approved by the Executive Committee of the National Economic Council (Ecnec) in its meeting in the first week of last month. Under a proposal, the federal government plans to contribute 10 per cent of the total cost of the project as its equity while 90pc cost will be met by China under the CPEC.
Since the PR is responsible for providing the right of way of the project, it has almost completed the acquisition of the land required between Lalamusa — Pindora section. This has been done for changing of the route (realignment) that will reduce 20km of travel distance.

The project involves laying of new track to allow 160km/per hour speeds for railways, rehabilitation and construction of bridges, provision of modern signalling and telecom systems, replacing level crossings with underpasses/flyovers, fencing of the track, the establishment of the dry port near Havelian and upgrade of Walton Training Academy (Lahore).

ISLAMABAD, Jan 31 (APP): Pakistan Railways was planning to convert all the level crossings from Karachi to Peshawar, Main Line-I (ML-I) into flyovers and underpasses to control trains accidents and save the precious lives.

The level crossing would be converted during the up-gradation of ML-I under China-Pak Economic Corridor (CPEC) project for which the PC-I was with the Executive Committee of the National Economic Council (ECNEC) for approval, an official in the Ministry of Railways told APP.

He said that Pakistan Railways has total 510 level crossings from Karachi Cantonment to Rawalpindi Stations, which include 398 manned and 112 un-manned.

At present as many as 105 overhead, flyover bridges and 35 underpasses of Pakistan Railways were constructed by various departments over the track, the official added.

He said the level crossings were allowed by Pakistan Railways on the request of District Administration therefore, the Provincial Government was responsible to construct flyovers and underpasses on level crossings.

To a question, he said that Pakistan Railways has provided foot over bridges at Kot Laloo and Padidan Railway Stations, however the manned level crossings also exist at Kot Laloo.

The official said that it was also fact that pedestrians often cross railway track by tress-passing instead of using foot over bridge which could be reason for accidents.

He said that the rail fencing and other safety measure have been adopted to secure these tress passing’s sites to avoid incidents and ensure safety of human lives.

Furthermore, he said the case for provision of Flyover Bridge for road traffic at Kot Laloo level crossing was under process with the provincial government.

The pedestrian bridge already exists on both railway station Kot Laloo and Padidan to facilitate the movement of passengers, he added.

#Pakistan’s modern #railways’ infrastructure project sent to Chinese Bank for approval of loan

Main Line-1 (ML-1), which is Pakistan’s first modern railways infrastructure project has now been sent to the Exim Bank of China for approval of a $6 billion loan. The approval of this loan is going to allow the launching civil work on this scheme within this year.

Pakistan Railways Federal Secretary / Railway Board Chairman Dr Habibur Rehman Gillani said that the latest on the $6.8 billion ML-1 project is that a finance committee comprising Chinese officials has sent the case related to $6 billion loan approval of the project to Exim Bank. Since the remaining $800 million will be provided by the government of Pakistan as equity, the total $6.8 billion will be spent on completion of the entire rail-related infrastructure, mainly the line, fencing, civil works etc.

“We appreciate our Chinese counterparts for taking the ML-1, a project to be executed under the China-Pakistan Economic Corridor (CPEC), seriously by resolving various issues in consultation with senior Pakistani officials concerned,” Mr Gillani added

This is great news! Simultaneously, Train line should be built from Havelian to Kashgar. Any word on when that will start.
