Army should get local support first to make this operation a successful one or otherwise it can become only a waste of time and money and lives and also Army should control the situation in Parachinar

ISLAMABAD: The Pakistan army said on Monday it had launched an air and ground offensive in Kurram region on the Afghan border, its first major military operation since the May 2 killing of Osama bin Laden.

Army spokesman Major General Athar Abbas gave few details of the operation in Kurram — a tribal region that had become increasingly used as a refuge for al Qaeda-linked militants.

But he said the offensive aimed to reopen the road to Parachinar, a Shia majority town on the Afghan border that had been virtually cut off from the rest of Pakistan for years and was facing increasing attacks from Sunni militants.

“The operation has been launched with the aim of clearing the region of militants who have indulged in kidnapping and suicide attacks on security installations and forces there,” Abbas said.

The offensive came days after a senior militant commander in Kurram deserted from the Tehrik-e-Taliban Pakistan (TTP) or Pakistani Taliban.

Commander Fazal Saeed Haqqani said he disagreed with attacks on Pakistani security forces and civilians.

The Afghan Taliban faction, the Haqqani network, had been involved in securing a peace deal for Kurram last year between militants and local Shia tribesmen, security officials and tribesmen said at the time.

But that deal fell apart as locals complained of growing attacks and isolation from the rest of the country.

With army convoys travelling between Parachinar and the provincial capital, Peshawar, even coming under attack, local people had been forced to travel in and out via Afghanistan.

Many militants had taken refuge in Kurram fleeing either U.S. drone bomb attacks in neighbouring North Waziristan or Pakistan military operations elsewhere.

‘Black spot’

“I think Kurram had become a black spot for the Pakistan army,” security analyst Imtiaz Gul said.

“People have been mostly using Afghanistan for getting to and from Parachinar, and there’s been a lot of killings going on between the Sunnis and the Shia groups. So probably they think it’s about time to do something.”

Kurram is strategically important for Pakistan, the militants and the United States.

It lies opposite Afghanistan’s Paktia, Nangarhar and Khost provinces and is next door to North Waziristan, the main base of al Qaeda-linked militants in Pakistan.

Parachinar is just over the mountains from Tora Bora, Afghanistan, which U.S. and Afghan forces assaulted after the Sept. 11, 2001, attacks in pursuit of bin Laden.

Pakistani forces have launched many offensives in the northwest against militants, but have failed to weaken their resolve.

Since bin Laden’s death, the TTP has carried out suicide bombings, assaulting a naval base in Pakistan’s biggest city, Karachi, and deploying hundreds of fighters in large-scale attacks on security forces.

The United States has been pushing Pakistan to step up its fight against militants since American special forces found and killed bin Laden in the Pakistani town of Abbottabad.

Washington had in particular pressed Pakistan to target the Haqqani network, which has deployed a formidable fighting force in eastern Afghanistan.

The Pakistan army had said it would give priority to targetting militants killing its own people.

The isolation of Parachinar had been attracting increasing media attention in recent weeks and local tribesmen had staged several demonstrations last month in front of parliament in Islamabad.

Pakistan should first secure own territory and there should be no any kind of negotiations but strict control and hard retaliation. PA is doing a well job and may God help PA to be successive in running operation.

UN assistance sought for people displaced by Kurram operation

PARACHINAR: The resource-starved Fata Disaster Management Authority (FDMA) has sought assistance from UN agencies for people displaced by the military operation launched on Sunday against militants in Central Kurram Agency.

According to sources, security forces did not face any resistance and cleared three areas, Manato, Domeki and Gawaki, of militants on Monday.

The operation is named Koh-i-Sofaid after the famous mountain range Spin Ghar (white mountain). An FDMA official told Dawn in Peshawar on Monday that the authority had requested the World Health Organisation and United Nations Children’s Fund to provide emergency medical kits and other facilities for displaced families, but so far it had received no response.

The federal government, the sources said, was yet to send relief goods.

The FDMA said on its website that 6,000 to 8,000 families would be displaced by the operation. The provincial government is providing some relief to people who are arriving at a newly-established camp.

“Currently, the FDMA and political administration are coping with the situation well, but resources will be exhausted soon,” it said.

Officials said that a large number of families from the conflict zone were either staying with their relatives or living in government buildings in Lower Kurram.

It is learnt that thousands of people, including women and children, have arrived in Sadda. They left all their belongings in their homes and are in need of immediate assistance.

The FDMA official said the authority had sent 500 tents and 200 non-food items to the Durrani camp in Lower Kurram. The UNHCR also has provided 500 tents. So far 338 displaced families have been registered at the camp.

Traffic on Thall-Parachinar Road passing through Lower Kurram has been suspended by the administration and a large
number of people are stranded in Peshawar and Parachinar.

AFP adds: “More than 1,000 families have been displaced from Central Kurram during the last week,” said Arshad Khan, head
of the disaster management authority in the tribal belt.

“We expect around 4,000 more by tomorrow, and estimate that 8,000 to 12,000 families could be displaced due to this military action,” he said.

Mr Khan said that of those displaced from Kurram, about 250 families had gone to a camp while the rest were seeking shelter with relatives.

Another official working with the government in the area said that 600 families had been registered after leaving Kurram.

“We have arranged food and non-food items for them,” local administration chief Sahibzada Muhammad Anees said.

PARACHINAR/TIMERGARA: Security forces intensified their crackdown against militants in the Kurram Agency and Upper Dir on Saturday, claiming killing 21 of the fighters.

Four security personnel were injured in Kurram. The official claim about militants casualties could not be verified from independent sources.

In Kurram, the forces hit back at the militants after coming under an attack in Shoorkot area, and in Upper Dir they struck at hideouts along the border with Afghanistan as part of an operation launched after the militants fired at a fortification of a paramilitary unit earlier this week.

Landmines, rockets, mortar shells and ammunition were seized from hideouts of militants in Murghan and Manato areas of central Kurram Agency, officials said.

Backed by tanks and helicopter gunships, security forces strengthened their positions in the mountainous region. An artillery shell hit the house of one Gulab Khan in Zakhai area, killing four civilians, including three women.

Sources said that militants fled the Alisherzai area after troops launched a search operation there. Rockets, mortar shells, landmines and ammunition were recovered from the hideouts of militants in Murghan and Manato, officials said.

Meanwhile, thousands of the residents of the conflict-hit zone moved to lower Kurram and the adjacent Hangu district.

The Fata Disaster Management Authority (FDMA) registered 680 families at the New Durrani Camp near Sadda.Witnesses said that families displaced by the fighting had arrived in Doaba and Tora Warai areas in Hangu where they were waiting for relief assistance.

A resident of the affected area, Zakir Khan, said that 3,500 people had shifted to Hangu and urgently needed food, water and other items.

The FDMA said that a makeshift school was opened at New Durrani Camp where six volunteers were teaching 200 children. It said tents were required for classrooms.

DIR OFFENSIVE: Eleven militants were killed in Upper Dir district on Saturday as security forces moved ahead with the offensive they launched in areas along the Pakistan-Afghanistan border two days ago, raising the toll to 30.

The operation was launched after militants carried out an attack in Nusrat Darra recently, officials said.

The sources said that security forces shelled the villages of Shahteez, Sunrai and Nusrat Darra where Taliban militants were believed to be hiding.

Tension mounted after two people were kidnapped by militants from Shahteez.

The militants have demanded handing over of the bodies of two associates who were killed on Wednesday and threatened the villagers with more attacks.

The warning has forced the people of Shahteez, Nusrat Darra and Sunrai to leave their homes and shift to safe places. Several families from these villages have arrived in the town of Barawal.
