Yes, it applies to them also...but in the present world it appears that none other is more deserving of this saying other than Pakistan.

80s Punjab was our mistake ..but not 90s Kashmir..thats your mistake not to mention the various blasts conducted in India by your ISI. Now you lost more soldiers fighting the same terrorists who one time were your strategic assets. So enjoy your bumper harvest.
